<br />. --; ~. <br /> <br />MEMORANDUM <br /> <br />TO: <br />FROM: <br />DATE: <br />RE: <br /> <br />The Norwood File <br />a./Bill Green <br />August 17, 1994 <br />Raw Water Reservoir Feasibility Study <br /> <br />The following are some preliminary thoughts on a scope of work for the Town of <br />Norwood's raw water reservoir feasibility study based on: discussions with June Estep, <br />Ralph Weaver, members of the Norwood Water Commission, Bill Hamann and others; <br />site visits during a field trip on August 13th and 14th; and the November 1991 water <br />supply system evaluation for Norwood by WestWater Engineering. <br /> <br />Water Rights <br />The current situation with respect to Norwood's storage water in Gurley Reservoir <br />emphasizes the need to determine that adequate water is legally and physically available <br />to meet the Town's requirements throughout the entire year. Each of the five items listed <br />under STATUS OF EXISTING WATER RIGHTS on page 29 of the November 1991 <br />WestWater report should probably be addressed as well as expanded ownership of <br />Farmers Water Development Co. shares by the Town and future operation of the <br />reservoir (this would be similar to Option1 - Expand .and Upgrade Gurley Supply System <br />on page 47 of the WestWater report). Adequate water rights are a major consideration <br />for CWCB approval of a project. <br /> <br />Reservoir Sites <br />Each reservoir site under consideration should be described and evaluated so as to <br />illustrate the differences between alternatives and to provide the rationale for a <br />recommended site. The suitability of a recommended site to accommodate water from <br />several potential sources such as Gurley and Lone Cone Reservoirs should be described. <br /> <br />Long-Term Planning Considerations <br />Some consideration should be given to the long-term aspects of water planning for the <br />Town without unnecessarily burdening the scope of work or the study budget. The <br />linkages between various sources of water and any proposed facilities should be taken <br />into account. Much of the information in Chapter IV, Part 3 of the WestWater report <br />could be used for this purpose. <br /> <br />Reservoir Sizing <br />The issue of reservoir sizing should be addressed in order to allow the Town to make an <br />explicit decision with regard to needed reservoir capacity and the question of utilizing the <br />existing $320,000 authorization or requesting additional funding. Additional funding <br />would require approval by the Board and authorization by the Legislature. In order to be <br />considered for authorization in 1995, a request for additional funding must be submitted <br />in time for the November 1, 1994 Board meeting. <br /> <br />
