Wells in the San Miguel Alluvium
The question of constructing wells in the San Miguel River alluvium with pumping to the
Town system has arisen. An associated issue is San Miguel River water rights. The
study participants should probably decide if they want to deal with this question now
and, if so, at what level of detail. At least some consideration of costs of constructing
and operating River wells would probably be appropriate.

Questions at the July Board Meeting
The Town's request to conduct a feasibility study for a new raw water reservoir instead of
a pipeline from Gurley Reservoir was presented by the CWCB staff to the Board at the
July 19th Board meeting. Board members expressed concerns or asked questions about
the following:
Alternatives to the new reservoir, such as the Gurley pipeline, should be included
in the study.
The study should make clear the reason for a new reservoir as opposed to using
an existing reservoir.
Why is freezing a problem for the Gurley Reservoir when other reservoirs are
able to release water in the winter months?
Is the Town coordinating this project with the ditch companies?

Financial Analyses
Suggested procedures for financial analyses are outlined in the CWCB Construction
Fund Guidelines. For this particular project, the financial analyses should include a
description of the entire current capital improvements program with associated financing
arrangements; a schedule of annual revenues and expenditures over the period of CWCB
debt retirement (to include all debt obligations); and some indication of the financial
impact on water users.

cc: Janice Sheftel
Chuck Lile
Bill Stanton
June Estep, Town of Norwood
Ralph Weaver, Norwood Water Commission
Bill Hamann, Westwater Engineering
