17: creates CO Dept of Environmental Conservation: Supreme Court ruled <br />that this will not go forward as it deals with multiple subjects; other: <br />abolishes the CO Water & Power Development Authority; no petition on <br />this to date. Other: CO Water Conservation Act: limits growth to 1% to <br />Front Range; has not met criteria to go forward. <br />Representative Fisher will introduce a bill to fiend a water resources <br />institute. Began with federal funding; federal funding gone; state needs to <br />step up. Nod to Reagan Waskom. <br />Joe Frank: Any tallc about proposed legislation in order to move forward <br />the use of Severance Tax for CWCB? <br />Willcinson: No resolution on what this would take; this was proposed as a <br />policy by CWCB; agrees with Frai~lc: negative feedback. <br />Other issues: Mike Shimmin: CO Supreme Court has formed a special <br />committee to look at any changes needed in Water Court; this is Luuque <br />because the Supreme Court rarely makes a public process of committee <br />meetings. March 10 in Supreme Court in Denver from 3-5; thus, if anyone <br />wants to present continents or reconunendations re: existing water court <br />system or any changes that could happen to make it better; this is a diverse <br />group: Hal Simpson, existing judges, former judges, water referees, water <br />engineers, water lawyers and water users. Charge is to study the issue and <br />make written report to Chief Justice by August 1. Have met once and <br />formed subconunittees. Please come and make comments. <br />Bruce Gerk: Are the other meetings open to public or only March 10 <br />meeting? <br />Shimmin: All meetings are public; held in Supreme Court Conference <br />Room on Ste' floor of Supreme Court; Justice Hobb is chair and has made it <br />clear that these meetings are open to public; dates of subcommittee <br />meetings: Feb ll: 1-4; March 10: Public lilput Meeting; May 23: 12-4; <br />June 13: 12-4; July 11: 12-3. Between these, the subcommittees will be <br />working for recommendations. <br />Jerke: Please give brief update on this; please add to the agenda. <br />• Other items: <br />Jerke: Please take time to review minutes from the joint meeting in <br />November. <br />Other item: received a call from the Chair of the Gunnison Roundtable <br />Meeting; Gunnison people would like to get together and tall{, similar to <br />that meeting held between roundtable officers of Yampa. Eventually, <br />would be ideal to have the entire Basin memberships meet; this can be <br />4 <br />
