We have attached our needs to the SWSI I <br />study; have there been any significant changes to SWSI II that would <br />cause us the need to amend our needs assessment? <br />Willcinson: No; SWSI II looks at the four teclu7ical roundtables as the <br />follow up to those needs: ag dry-up, water conservation; rec and <br />environmental needs; thus the offshoot of these are such as the Non- <br />Consumptive Needs Assessment that is going on. This is, in part, taking <br />place; Ag dry up: 1.5 million grant to do pilot studies in Arkansas and <br />South Platte to be in front of CWCB in January; conservation and <br />efficiency: no follow-up;--addressing gap: look at 7 representative projects <br />in each basin to form common denominator as per impacts, benefits and <br />issues in basin of origin. Thus, these follow-ups from SWSI II will not <br />impact our needs assessment. <br />• Education Liaison Report: No one is present for report. <br />• Phreatophyte Sub-Committee: Bob Streeter <br />Met today; next meeting at 3 pm on Feb 12; new people at table: Monica <br />Daniels, Tina from Weld County: administrator who can write grants; <br />Ducks Unlimited: Greg Kernohan; <br />Will ask reps from State, CWCB (Steve Miller) and 3 county reps; want to <br />try to simulate development of proposals for control of salt cedar and <br />Russian olive. Then open to other counties; <br />to begin: will start with upper part of system. <br />Kernohan: part of reconunendations was to remove phreatophytes from <br />sand bars; idea is to attract more water fowl to the river; aim to improve <br />water delivery efficiency. <br />Jerke: emphasizes how increase of water quantity would come from this. <br />• Legislative Report: Dianne Hoppe: Legislature will be introduced on <br />January 9; Water Congress Subcommittee has received a few of the bills <br />that will come forth for Water Resources: one bill is to raise per diem for <br />board members from 50 to 100; another: Rep Hodge, Groff: exemptions <br />from pumping that occurred prior to 1974; title does not specify the South <br />Platte; this bill will bring controversy and discussion; other bill is that <br />which Willcinson mentioned: the one concerning severance tax: re: <br />appropriation for DOW and parks out of operating account; these bills will <br />be on line at state's legislative website; other items: ballot initiatives: No. <br />3 <br />
