Members of the IBCC who were in <br />attendance will report on the meeting at the March IBCC meeting. <br />Consumptive Needs Assessments <br />At a Consumptive work group meeting in August we proposed developing additional technical <br />information in the following areas: <br />• Identifying incentives for alternative to agricultural transfers <br />• Identifying methods to maximize integrated and beneficial use of surface and <br />groundwater <br />• Developing a range of solutions for future water demands <br />• Updating the status of the SWSI Identified Projects and Processes (IPPs) <br />• Further quantifying the importance of conservation and efficiency <br />Assessing the effects of climate variability in long range water supply planning <br />• Recalculating the 20% gap to 2050 <br />• Projecting M&I demands to 2050 <br />We received extensive feedback with a variety of different views. In order to better prioritize <br />future work the team also conducted a survey of the group to identify which items were the most <br />important. We received completed surveys through November. The respondents felt that each <br />item was about equally important (on a scale of importance from o-5 each item averaged <br />between 3.5 and 4.5). Staff will develop a proposal for moving forward and we will discuss it at <br />the March IBCC meeting. <br />Colorado River Supply Availability Study <br />Implementation of the Colorado River Supply Availability Study started in November. The first <br />step was to go through a new state-wide process centralizing information technology related <br />tasks through the Governor's Office of Information Technology (OIT). We completed our <br />coordination with OIT inmid-December and are ready to procure a consultant to execute the <br />study. The Procurement team consists of: <br />1. Internal members: Dan McAuliffe, Ray Alvarado, Ross Bethel, Rick Brown <br />2. External members: Eric Kuhn and Eric Wilkinson. <br />3 . Proj ect Manager: Ray Alvarado <br />The process and timeline (dates to be added in after consultation with Maggie Van Cleef (DNR <br />Procurement Officer)) is: <br />1. Meet with Ms. Van Cleef to review scope and discuss schedule. <br />2. Prepare Draft RFQ that includes IBCC approved Scope, review with internal team. <br />3. Revise draft and review with external team. <br />4. Review final draft RFQ and Scope with Van Cleef. <br />5. Review any changes with internal and external team. <br />6. Hold apre-procurement meeting to address question regarding scope with potential <br />bidders. <br />7. Issue RFQ. <br />8. Bidding closes. <br />9. Procurement team meets, reviews bids, makes award. <br />10. Draft contract with winning bidder. <br />11. Contract approval process. <br />12.
