Written Report for Canceled 1/7/2008 IBCC Meeting
Welcome and Introductions
Jennifer Gimbel is the new Director of the Colorado Water Conservation Board (CWCB). She is
excited to be here and looks forward to working with the IBCC. Please welcome Jennifer at
future IBCC meetings.
Nicole Seltzer is the new Executive Director of the Colorado Foundation for Water Education.
Nicole will be working with the IBCC's Public Education, Participation, and Outreach Work
Group.
Discussion ofBasin-Wide Water Needs Assessments
The Interbasin Compact Process is tasked with 4 items related toBasin-Wide Water Needs
Assessments:
1. Developing consumptive needs assessments;
2. Developing non-consumptive needs assessments;
3. Identifying available water supplies; and
4. Proposing projects or methods (solutions) to meet the needs.
Technical work is progressing on the first three items through Roundtable Task Orders, Non-
ConsumptiveNeeds Assessment specific work, Consumptive Needs Assessment specific work,
and the Colorado River Supply Availability Study.
Roundtable Task Orders
Each Roundtable has submitted task orders to our technical assistance team. Work on these task
orders is progressing and will be completed by July, 2008. A list of these task orders and their
status can be found in previous Quarterly New Letters. We will provide a detailed status report
at the March meeting.
Non-Consumptive Needs Assessments
The Roundtables are progressing on their non-consumptive needs assessments. Each Roundtable
has had the opportunity to request additional information on environmental and recreational
attributes in their basin. We are gathering this data and will assemble GIS coverage's
representing Colorado's important environmental and recreational attributes.
The Roundtables are now establishing priorities for their non-consumptive work. We are
working with each Roundtable to identify priority areas where solutions to their non-
consumptive needs can be implemented and/or technical work is needed on quantification.
On December 17, 2007 anon-consumptive meeting was held in Glenwood Springs. The meeting
was well attended and was very productive. The purpose of that meeting was to: l) present and
discuss the status of Roundtables efforts to identify additional attributes and their prioritization
process and status; 2) present and discuss technical information regarding quantification
techniques that Basin Roundtables can consider for use in completing their non-consumptive
needs assessments; and 3) discuss the integration ofnon-consumptive and consumptive needs
assessments and coordination with other Roundtables. Representatives from most Roundtable's
were in attendance and can provide details on the meeting. Meeting notes and a copy of the
Harris D. Sherman
Executwe Director of DNR and
Director of Compact Negotiations
