Schedule for completing Basin-Wide Water Needs Assessment
Two forms of a schedule for completing the basin-wide water needs assessments are included.
The first is a "bubble chart" showing the components of the basin-wide water needs assessments
and where the information will come from. The second is a gant chart showing anticipated
completion dates for the activities we are currently working on. Both of these are in draft form
and may need additional explanation and refinement. Please familiarize yourself with these
schedules and we will discuss them in detail at the March IBCC meeting.
Identifying Collaborative Solutions
At the canceled January meeting, we had scheduled a discussion of broader solutions to
Colorado's water supply challenges. In order to keep this important effort moving forward,
Director Sherman is asking IBCC member to work on some questions between now and the
March IBCC meeting. A memo outlining these questions will be sent separately. Please come to
the March IBCC meeting prepared to discuss them.
At the January meeting we had also scheduled a briefing on the results from SWSI Phase II. The
work from the four technical roundtables formed under this initiative provides a foundation of
information for identifying collaborative solutions to our water supply challenges. For more
information on SWSI Phase II, please go to http://cwcb.state.co.us/IWMD/TRT.htm. The IBCC
will be briefed on the results and path forward at future IBCC meetings.
Update on Water Supply Reserve Account (WSRA) and Criteria and Guidelines Review
A WSRA summary sheet is included. Last updated on January 4, 2008, this table includes the
expenditures and current balances in the statewide and basin accounts. This document will be
posted on the website and updated after each CWCB meeting so Roundtables can keep track of
the available funds. Please note that this summary only includes grant requests approved by the
CWCB Board. Any grants approved by a roundtable, but not acted upon by the Board could
alter the totals.
Once a year the CWCB and IBCC review the Criteria and Guidelines for the WSRA. A
subcommittee of the CWCB/IBCC met on October 24, 2007 to perform this review. A CWCB
Board Memo is included summarizing the results of this annual review.
Educational and Outreach Activities
The Public Education, Participation, and Outreach Work Group was scheduled to meet prior to
the January IBCC meeting. Their meeting was canceled along with the IBCC meeting. Their
next meeting will be prior to the March IBCC meeting and they may meet by conference call in
February.
Discussion of 2008 Water Legislation
Due to the cancellation of the January IBCC meeting, the IBCC was not able to discuss potential
water legislation as a group. IBCC members are encouraged to review pending legislation, and
participate in the legislative process through their organizations, the Colorado Water Congress,
the CWCB, and other venues. If you have questions about legislation, you may contact staff or
the members of the legislature serving on the IBCC.
Harris D.
