<br />-, <br /> <br /> <br />I <br />I <br />I <br />APPENDIX E - ECOSYSTEM RESTORATION SOW <br />! <br /> <br />21 June 2005 <br />Working Draft Scope or Work <br />Chatfield Reallocati~m Study <br />Environmental Restoration Add-on <br />I <br /> <br />Step 1 - Identifying Problems and Opportunitiesi <br /> <br />For this step, the Corps/Sponsor (Colorado Water Conservation Board) study team will <br />define statements of problems and opportunities that reflect the priorities and preferences <br />of the Federal Government, the non-Federal sponsors and other groups participating in <br />the study process. Those restoration opportunities that are associated with wetlands, <br />riparian and other floodplain and aquatic systems are most appropriate for Corps <br />involvement. Priorities and preferences of the sponsor are believed to be those associated <br />with in-stream flow improvements downstream of Chatfield for a distance of <br />approximately 20 stream miles. The sponsor has stated that the in-stream flow needs <br />have been investigated and have been presented in a report entitled South Platte River <br />Corridor Project, In-stream Issues Report, November 14, 1996. A mayoral task force <br />prepared the referenced report. <br /> <br />Up-to-date priorities and preferences of the Federal and State agencies, the non-Federal <br />sponsors, and other groups interested in participating in the study will be obtained in a <br />special meeting. The Study Team will schedule the special meeting to insure adequate <br />advance notice and significant attendance. A tour of the South Platte study reach will be <br />conducted prior to the meeting for those in need of sl;lch a tour. At the meeting the Corps <br />will explain this step of planning, and conduct a discussion thereof with the meeting <br />attendees. The Corps will also request scoping/planning aid type letters from the US Fish <br />and Wildlife Service and the Colorado Division of Wildlife, and any other entity that <br />wants to provide such a letter. Public scoping /briefing of this add-on to the Chatfield <br />Reallocation study will be accomplished at the annual public meeting(s) conducted for <br />the main study. ' <br /> <br />Agencies and entities to be invited to the special meeting include: US Fish and Wildlife <br />Service, Environmental Protection Agency, Colorado Division of Wildlife, Colorado <br />State Parks, Cities of Denver, Aurora, and Littleton, Denver Water Department, <br />Greenway Foundation, Sierra Club, The Nature Conservancy, and Audubon Society. <br />From this large group, a smaller group will be likely to be formed to further help with the <br />subsequent steps of the study. <br /> <br />1 <br /> <br /> <br />The information on problems and opportunities gathered in step 1 will help to identity <br />. primary issues that need to be addressed in subsequent steps of the planning process. <br />Once the problems and opportunities are properly defined, the Study Team will define the <br />
