<br /> <br />study planning objectives and the constraints that will guide efforts to solve these <br />problems and achieve these opportunities. Planning objectives are statements that <br />describe the desired results ofthe planning process by solving the problems and taking <br />advantage of the opportunities identified. <br /> <br />The planning objectives must be directly related to the problems and opportunities <br />identified for the study and will be used for the formulation and evaluation of plans. <br />Objectives must be clearly defined and provide information on the effect desired <br />(quantified, if possible), the subject of the objective (what will be changed by <br />accomplishing the objective), the location where the expected result will occur, the <br />timing of the effect (when would the effect occur) and the duration of the effect. <br /> <br />Constraints are restrictions that limit the planning process. Constraints, like objectives, <br />are unique to each planning study. Some general types of constraints that need to be <br />considered are resource constraints and legal and policy constraints. Legal and policy <br />constraints are those defined by law, Corps policy and guidance. Plans should be <br />formulated to meet the study objectives and to avoid violating the constraints. Thus, a <br />clear definition of objectives and constraints is essential to the success of the planning <br />process. The Sponsor desires any release of water for environmental restoration be in <br />accordance with the operating principles for instream flow as agreed upon by the <br />Downstream Cooperative Group participating in the-Chatfield Reservoir Storage <br />Reallocation Feasibility Study. <br /> <br />Developing specific, flexible, measurable, realistic, attainable, and acceptable objectives <br />and constraints is critical to the success of the entire planning process. The Study Team <br />will accomplish this step by following the guidance in Chapter Six of the Corps 1996 <br />Planning Manual (IWR Report 96-R-21), and Page 151 of Appendix E in ER 1105-2- <br />100. <br /> <br />The end product of this step will be a draft written, report quality, summary and results of <br />this planning step for review and comment by the project stakeholders. It will be due 4 <br />weeks after the special meeting with the Federal and State agencies, the non-Federal <br />sponsors, and other groups participating in the study <br /> <br />Step 2 - Inventory and Forecast <br /> <br /> <br />For this step, the Study Team will develop an inventory and forecast of resources <br />(physical, natural, demographic, economic, social, cultural, etc.) relevant to the in-stream <br />flow problems and opportunities under consideration in the planning area. This <br />information will be used to further define and characterize the problems and <br />opportunities, and it will also be used to succinctly describe the environment of the areas <br />to be affected by alternative environmental restoration plans. <br /> <br />2 <br />
