Review Disciplines <br /> <br /> <br />The expertise that should be brought to the review team includes the following: <br />1) Planning - The reviewer should have recent experience in reviewing Plan <br />Formulation processes for multi-objective studies and be able to draw on <br />"lessons learned" in advising the PDT of best practices. Specific expertise <br />in the field of Water Supply is necessary for this review. <br />2) Hydrologv - The reviewer should have extensive knowledge of rainfall- <br />runoff modeling, probable maximum precipitation and flood routing <br />(including applicable antecedent floods). It should be noted that some ITR <br />has already been completed for this discipline. Specifically, we have had <br />ITR completed for hydrology work completed to date, including review <br />by the Bureau of Reclamation of the Antecedent Flood Study, and a <br />review by the Portland District regarding other hydrological technical <br />work. It is expected that the ITR work completed to date will be <br />sufficient, and the relationships maintained for further review efforts. <br />3) Operations - The reviewer should have a solid understanding ofthe <br />operation of multi-purpose reservoirs under normal reservoir levels, <br />drought conditions, and flood conditions. This understanding should <br />include knowledge about required personnel, equipment and costs <br />required to operate a large Corps of Engineers multipurpose reservoir on <br />an annual and daily basis, such as Chatfield. <br />4) Water Control- The reviewer should have a working knowledge of water <br />control planning, coordination requirements, and forecasting methods. <br />5) Environmental - The reviewer should have extensive experience regarding <br />analysis of environmental aspects of Civil Works water resources projects, <br />able to provide technical review of environmental impact of water supply <br />projects, and consistency of such projects with environmental regulations. <br />The reviewer will be expected to have a solid background in NEP A, and <br />be able to provide technical review in the areas of fish and wildlife <br /> <br />9 <br />
