-

I
mitigation, habitat restoration, wate~ quality, and environmental impact
analysis. It is also expected that thd reviewer will be able to provide
I
comment as well as suggest directio,n regarding te'ihnical, legal, and policy
issues that may come up in the: subject of environmental planning and
analysis.
6) Economics ~ The revieWer should have a firm grasp ofthe interrelated
aspects of water reallocation econoiliics, financial, planning and plan
formulation, as well as flood damag~ reduction analysis. The reviewer will
also need to consider closely certain aspects of the analysis such as water
demand and water conservation, as irell as cost analysis for reallocated
storage in order to maintain consistency with current policy and guidance.
7) Dam Safety - The reviewer should be an expert in dam safety, with
specific regard to hydrologic applications to dam safety issues. The
reviewer will need to be able to comment on geotechnical and structural
analysis that supports findings in the Feasibility Study. While the Dam
Safety will not be highly rigorous, this is an important part of the ITR due
to the potential implications of Dam Safety with regard to a reallocation
project in an area where dam safety has a high level of scrutiny right now.

I. EPR Selection

An External Peer Review is not anticipated for this study.

J. Public Peer Review

While no formal Public Peer Review is included in the current schedule and
budget, it is likely that as the study generates alternative plans that there may be
interest from Universities along the Front Range in Colorado. Their input and
comment will be welcome at the Public Involvement meeting and through individual
contacts in specific subject matter areas.

10
