Contracted study efforts. The impact analysis is being conducted by contract. The <br />consultant's work is being directed and reviewed by qualified in-house personnel. <br /> <br />b. In-house study efforts. The in-house team members, identified above, are <br />implementing the scope of work for their actions and performing the work. The PDT will <br />conduct QC review of their individual products throughout the study process. <br /> <br />c. NEPA work products. All of the NEPA work effort will be conducted under contract <br />and will be subject to item (a) above. In addition, the preliminary draft and draft ElS <br />work products will be coordinated with and reviewed by the cooperating agencies, so will <br />have an added layer of review and QC. Resource agencies, the public, and tribes will be <br />given the opportunity to provide independent technical review of the various elements of <br />the project. <br /> <br />2) Project Manager <br /> <br />Eric Laux, CENWO-PM-AE is the CE project manager (402-221-7186). The project <br />manager is responsible for coordinating the review effort with the review team leader and <br />shall: <br /> <br />. assure sufficient time to perform reviews of completed products; <br />. ensure that the ITR team leader is notified of significant study team meetings and <br />review conferences so that he/she can assemble the review team for in-progress <br />reVIews; <br />. manage responses to review memorandums and resolve technical issues with the <br />review team leader, consult with Northwestern Division as appropriate, and <br />forward all unresolved technical issues to the appropriate Functional Chief for <br />resolution. <br />. assemble all review memorandums and or other review related correspondence, <br />and maintain a reading file for the use of the review team, which will serve as a <br />permanent file in Planning Branch as a record of review. <br /> <br /> <br />3) Independent Technical Review Team <br /> <br />An ITR team will be assigned in early to mid 2007. The ITR team will consist of a <br />review team leader and knowledgeable individuals in the following disciplines: <br /> <br />. Planning for water storage reallocation <br /> <br />7 <br />
