Any <br />matter that could not be resolved at this level would first be raised to the NWD and <br />possibly HQ level before any final decision would be made. During this time period, the <br />Sponsor would be welcome to participate in discussions and meetings to resolve any <br />Issues. <br /> <br />12. COMMUNICATIONS STRATEGY. <br />A communications strategy employs the processes necessary to ensure timely and <br />appropriate sharing, storage, retrieval, and ultimate disposition of project information. It <br />provides the critical links among people and in1brmation that are necessary for successful <br />communication. <br /> <br />The study is being conducted with full and open communications within the Corps and <br />between the Corps and the Sponsor. The PDT holds periodic meetings to discuss and <br />resolve issues, update study status, and review study reports, etc. As appropriate, the <br />Sponsor will be invited to participate via conference call. Because all costs of the water <br />storage contract will be borne by the non-Federal water providers, the CWCB has taken the <br />lead in coordinating with the affected water providers. Some ofthe work items that the <br />Sponsor is providing - most notably the water demand analysis and recreation planning <br />studies, are being directed solely by the Sponsor in accordance with the overall division of <br />management responsibilities. Periodic team meetings with the PDT, the affected water <br />supply interests, cooperating agencies, and special technical advisors have been conducted <br />throughout the course of the study in Denver, Colorado. These meetings may occur more <br />or less often based on need, but typically occur approximately once every other month. <br />Agendas, meeting minutes, and roster information is maintained on the sponsor's web site <br />at http://cwcb.state.co.us/Flood/ChatfieldMinutes.htm. The Omaha District is also in the <br />process of establishing an external web site for the purpose of disseminating study <br />information. <br /> <br />These periodic team meetings also provide the Corps and the Sponsor the opportunity to <br />separately meet face to face to discuss financial information and other internal details <br />consistent with public law, regulations, and good business practices. General public <br />involvement needed for the project impact studies and to meet NEPA requirements <br />continue to be conducted as necessary. <br /> <br />The Corps' upper management is kept informed of the study status through reports to the <br />PRC, PRB, and at Planning Quarterly Reviews (PQR) with NWD. These reports are <br />prepared by the Corps' PM and will discuss accomplishment of project objectives, <br />identify issues, and forecast changes to schedules and costs. Such internal reports will be <br />prepared monthly, quarterly, or annually, according to established District procedures. <br />Fact sheets with condensed information about the project are maintained and updated <br />periodically by the Corps' PM to provide background information to higher authority or <br />to respond to other inquiries. <br /> <br />11 <br /> <br /> <br />
