<br />EXECUTIVE SUMMARY <br /> <br />East Larimer County Water District (ELCO) is a water provider in the Northern <br />Colorado Front Range that faces the challenges of high growth and limited water <br />supplies while striving to effectively meet its customer water demands. ELCO <br />understands the importance of water conservation in sound water management <br />and is committed to optimizing its water supplies and system through practical <br />water conservation practices. The purpose of this Water Conservation Plan <br />(WCP) is to guide ELCO in the water conservation planning process. It outlines <br />water savings goals and develops a detailed strategy to achieve those goals over <br />a ten-year planning period. <br /> <br />In 2006, ELCO delivered 3,729 acre feet of water to a population of 16,300. <br />ELCO is experiencing a higher than average annual growth rate and projects a <br />build-out population by 2030 of 47,000. Under the Colorado Revised Statute 37- <br />60-126 prompted by the Water Conservation Act of 2004, water providers <br />delivering over 2,000 acre feet are required to have a State-approved WCP on <br />file with the Colorado Water Conservation Board (CWCB), Office of Water <br />Conservation and Drought Planning. Any entity that seeks funding from CWCB <br />or the Colorado Water Resources and Power Development Authority must have <br />a State-approved WCP. <br /> <br />ELCO's water supplies consist of Colorado Big Thompson (C-BT) water and <br />native Poudre River water. The native water requires changing its use through <br />Water Court before it is available for ELCO's use. Some of the District's native <br />water shares are currently in the Water Court process and will be available for <br />use in approximately two years. <br /> <br />Current Conservation Measures and Programs <br /> <br />ELCO has had a conservation program in place since 1996. This program <br />includes a conservation rate within its rate and annual allotment structure, <br />education, distribution of indoor water conservation kits, leak detection and <br />repair, and irrigation system audits. Newer measures implemented within the <br />Fort Collins city limits and ELCO's water service area include a soil amendment <br />ordinance, landscape and irrigation system standards and a designated water <br />conservation officer. ELCO has measured water-use reductions from most of <br />these measures and has collected valuable data for estimating and measuring <br />future water savings. <br /> <br />Water Conservation Goals <br /> <br />Three customer categories were identified as high water use areas and were <br />targeted for water conservation. The categories are Single Family, Non- <br />Residential and Mobile Home Parks.
