<br />Public Education <br /> <br />ELCO shares some of the cost of public education programs with other Fort Collins area <br />water suppliers. Components of the program include: newsletters, newspaper <br />advertisements, bus benches, bill inserts, and youth education programs. <br /> <br />Leak Detection <br /> <br />Since 2003, ELCO has hired private contractors to perform leak surveys. Budget <br />constraints and the lack of trained District personnel to assist the contractor limited the <br />amount of the water distribution system that could be surveyed during the annual <br />contract period. ELCO purchased a state-of-art leak detection system in 2006. System <br />Operators have received training from the manufacturer and are planning to survey as <br />much of the distribution system as possible in 2007. A contractor will assist District <br />personnel perform a thorough survey during the upcoming summer months. <br /> <br />Billina and Meter Readina Practices <br /> <br />ELCO reads meters and sends bills each month. Meter readings are obtained by <br />passing a wand across a transmitter mounted in the meter pit lid. Meter readers receive <br />an alarm when water usage is higher or lower than expected. Readers can investigate <br />the cause of the problem immediately and notify customers if they have a leak. Monthly <br />consumption is compared to historic averages automatically by ELCO's billing software <br />and flagged for investigation if it falls outside the expected range. <br /> <br />Meter Reolacement <br /> <br />All ELCO meters 1" and smaller were replaced between 1996 and 2001. The meter <br />replacement program improved accuracy and eliminated manual meter readings. Meter <br />readings are now obtained electronically by passing a wand over a transmitter mounted <br />in the meter pit lid. <br /> <br />Recvcled Filter Backwash <br /> <br />The Solider Canyon Filter Plant recycles all filter backwash water. It is diverted to <br />settling ponds and returned for treatment after settling.
