<br />Water sales revenue has steadily increased since ELCO lifted water use restrictions <br />imposed during the drought years of 2002 and 2003. The rate increase implemented on <br />January 1 , 2006 has also improved water sales revenue. The District's authority to impose water use restrictions during a <br />declared drought is established in Article 6 of the revised Rules and Regulations. There <br />were a number of reason the District revised its Rules and Regulations in 2005. One <br />primary reason was the perceived lack of authority to impose outdoor watering <br />restrictions during the drought years of 2002 and 2003.
