That means the quota is lower in wet years because native <br />supplies are plentiful and local reservoirs are full, so less C-BT water is required to <br />satisfy the water demands of the entire region. It is the wet-year quota that presents the <br />greatest challenge to potable water suppliers like ELCO that are dependent on the C-BT <br />Project for their water supply. <br /> <br />In the fifty years the C-BT Project has operated (1957 - 2006), the average yield has <br />been 0.74 acre feet per unit. The yield has never been less than 0.50 acre feet per unit <br />(50010 quota) or more than 1.0 acre feet per unit (100010 quota). However, in 2003, a 50010 quota was <br />the highest quota that could be declared because the amount of water stored in the C- <br />BT system was at an all time low. In fact, at the end of 2002, a 30010 quota was <br />anticipated by NCWCD and would have been declared had it not been for an epic <br />snowstorm in March 2003. That snowstorm left three feet of heavy, wet snow across <br />northern Colorado with higher amounts in the western foothills. Some parts of the <br />foothills saw between five and seven feet of snow. <br /> <br />The C-BT Project was initiated and supported by agricultural interests. In the 1930's, <br />when the project was first proposed, there was little else in the way of commerce in <br />northern Colorado. In 1957, 85010 of the C-BT units were owned by individual farmers <br />and mutual ditch companies.
