SWSI Phase 2 Scope of Work <br />Management" approach and other environmental organizations have proposed a <br />"Conserve, Protect, and Restore" approach. These and other relevant potential <br />methods will be considered. As with the Efficiency and Alternative Agricultural <br />Transfer TRTs, the implementation issues with these alternatives will be explored. <br />^ Examples of alternative methods for meeting environmental needs include: <br />- The development of multipurpose sizing of new storage projects to include a <br />pool for environmental instream flow conditions <br />- Re-operation of existing or proposed water supply facilities to enhance <br />environmental benefits without impacting yield <br />- Allowing for periodic high flows <br />- Acquisition of water rights <br />- Additional instream flow water rights <br />- Instream and terrestrial habitat improvements <br />^ Summarize and evaluate alternative methods to prioritize and quantify flow and <br />other alternative solutions to meeting recreational needs. As with the Efficiency and <br />Alternative Agricultural Transfer TRTs, the implementation issues with these <br />alternatives will be explored. <br />^ Examples of alternative methods for meeting recreational needs include: <br />- For reservoir options -sizing of pool for recreational activities <br />- Voluntary Flow Management Agreements <br />- Re-operation to enhance recreational benefits without impacting yield <br />- Recreational In Channel Diversions <br />- Acquisition of Water Rights <br />Assumptior~/Basis of Cost <br />^ Level of effort on the technical work to support the Prioritize and Quantify <br />Recreation and Environmental Needs TRT will be directed by the CWCB staff and <br />board. <br />Summary of Deliverables <br />^ The SWSI Report will be amended to incorporate work form this task. <br />Task 2.5 Addressing the Gap Including Water Supply <br />Solutions/Alternatives <br />Purpose and Approach <br />SWSI identified that there were gaps in meeting 2030 M&I demands and the gap <br />could widen if identified projects and processes that M&I providers are planning to <br />implement are not successful.
