SWSI Phase 2 Scope of Work <br />^ Interruptible Agricultural Transfer <br />- An agreement with agricultural users that allow for the temporary cessation of <br />irrigation so that the water can be used to meet other needs <br />Rotating Agricultural Transfer (Fallowing) with Firming for Agricultural Use <br />- An agreement with a number of agricultural users that provides for the <br />scheduled fallowing of irrigated lands on a rotating basis so that the water not <br />irrigating fallowed lands can be used for other uses; includes a set aside and <br />storage of some of the yield to provide a pool for use by the agricultural users <br />during below average water supply years <br />^ Water Banks <br />- A mechanism where water users can announce they have unused supplies that <br />can be leased by other users <br />Potential benefits and issues of these options were presented in the SWSI Executive <br />Summary and Chapter 8. These benefits and issues will be discussed and further <br />refined as part of the TRT process taking into consideration unique practices and <br />needs of each basin. <br />Assumptior~/Basis of Cost <br />^ Level of effort on the technical work to support the Alternative Agricultural <br />Transfer TRT will be directed by the CWCB staff and board <br />Summary of Deliverables <br />^ The SWSI Report will be amended to incorporate work form this task <br />Task 2.4 Prioritize and Quantify Recreational and Environmental Needs <br />Technical Support Task <br />Purpose and Approach <br />SWSI identified that there were significant data gaps in prioritizing and quantifying <br />environmental and recreational needs. The following are issues that would be <br />examined by this TRT: <br />^ Further summarize and characterize and prioritize existing environmentally <br />important areas, including existing areas that are protected by CWCB instream <br />flows, federal reserved water rights, and other federal or state protective <br />designations, using the SWSI report as a foundation. <br />^ Summarize, characterize, and prioritize existing high value recreation areas, <br />including those areas that are protected by RICDs and flow management and <br />minimum water level agreements using the SWSI report as a foundation. <br />^ Summarize and evaluate alternative methods to quantify flow and other alternative <br />solutions to conserve, protect, and restore environmentally sensitive areas.
