SWSI Phase 2 Scope of Work
area. Agricultural shortages were identified by SWSI in all basins. Environmental and
recreational needs identified in the Prioritize and Quantify Recreation and
Environment Needs TRT will also be examined by this TRT.
The Addressing the Gap TRT, in addition to examining alternatives to the M&I gap,
will discuss and develop alternatives that will address M&I uncertainty; existing
agricultural shortages; environmental enhancements; recreational enhancements; and
conceptual level yields, costs, and implementation issues. Solution/alternatives will
be analyzed and evaluated for both in-basin and trans-basin concepts. This TRT will
also discuss funding issues relative to the alternatives. Storage, pumpback, and
conservation/efficiency alternatives will be evaluated in the Colorado and Gunnison
basins. An agricultural transfer alternative will be developed for the South Platte
basin and an agricultural transfer will be developed for the Arkansas basin as well as
an evaluation of conservation/efficiency. The role of the Yampa River in meeting the
gap and compact deliveries will also be considered.
Once alternatives are developed, they will be evaluated based on how they meet the
following SWSI objectives:
^ Sustainably Meet M&I Demands
^ Sustainably Meet Agricultural Demands
^ Optimize Existing and Future Water Supplies
^ Enhance Recreational Opportunities
^ Provide for Environmental Enhancement
^ Promote Cost Effectiveness
^ Protect Cultural Values
^ Provide for Operational Flexibility
^ Comply with All Applicable Laws and Regulations
Assumptior~/Basis of Cost
^ Level of effort on the technical work to support the Addressing the Gap TRT will be
directed by the CWCB staff and board.
^ Close coordination with the CWCB staff and Board is expected as the level of detail
developed for each for each alternative will in part be dependent on the total
number of alternatives developed by the Addressing the Gap TRT.
Summary of Deliverables
^ The SWSI Report will be amended to incorporate work form this task
`~ ~
\\DENSVR01\SWSI\PHASE 2 WORK PLAN\SWSI PHASE 2 SOW 6-10-OS.DOC
