upeo REpORT ON RESERVOIR LEVELS
7/25/01
DRAFT FOR DISCUSSION ....
TEXT ADDED 3/03/03

Several reservoirs exist in the UPCO study area~ Water levels in these reservoir levels fluctuate
as water resource demands increase and/or when there is limited snowmelt runoff to fill the
reservoir. The timing of the water level is important in some situations because local
jurisdictions have invested in marinas for recreational boating. These marinas are functional
when the reservoir water levels reach a certain height~ If reservoir levels are less than these
heights slips and moorings are not accessible, mitigation measures may be used to maintain
operations. In more extreme drawdowns the marina may not be functionaL

Following is a listing of Dillon Reservoir level limitations. Rick Higgins, Town of Frisco public
works and Bernie Baltich, Osprey Adventures, the concessionaire for the Frisco Marina,
provided information below on reservoir levels for Dillon Reservoir~ The Town of Dillon's
marina on Dillon Reservoir is fully operational at the levels required for the Frisco marina~

Additional Considerations Related to Dillon Reservoir Levels:

Breckenridge Sanitation District Farmer's Comer WWTP, Frisco Sanitation District, and the
Snake River WWTP all discharge tertiary treated municipal wastewater into Dillon Reservoir.
Effluent limits for these facilities, particularly under Colorado's Anti-Degradation Rule, are
affected by a dilution allowance within a prescribed mixing zone. Several field studies have
been completed to characterize the dimensions of this mixing zone. The Water Quality Control
Division continues to modify mixing zone considerations during each permit renewal for these
facilities, and so no set mixing zone dimension can be reported here as criteria for impacts at this
time~ However, based on empirical data, it is clear that fluctuations in reservoir level have a
profound effect on effluent mixing from these facilities and therefore on the discharge permit
conditions4

Dillon Reservoir Levels

Location:
Season:

Frisco Marina
Memorial Day thru October 15 (rental boats, pontoons, etc.)

Minimum Resef1Joir Level: Slips need 9011' elevation, 9012' is better. Levels below
9012' eliminate the use of the boat ramp and fuel system~ Below 9010'
the marina doesn't work at all without a minimum 5 ft. of excavation (10
ft recommended). Frisco considers it very important to have 9012' from
June to September~

Optimum Rese11Joir LeveL4 9017' is optimuill4 Frisco's dredge work, dock placement,
building locations, etc4 is based on 9017'. 9019' and higher can create
