<br />· Page 20 - I mentioned at the roundtable meeting that NWCCOG had <br />challenged the census data. I understand the state demographer's 2002 <br />numbers (revised summer of 2003), which are in draft but available from <br />NWCCOG, more accurately reflect actual populations in the resort <br />communities. <br />· Page 21- The River District's deal with the Shoshone call was a <br />temporary arrangement related to the 2002 drought, I think the future of <br />the Shoshone call is the concern and not the temporary arrangement <br />worked out by the River District. Another huge concern is the lack of <br />Good Samaritan legislation to enable the hundreds of abandoned mines to <br />be cleaned up. This problem has already created issues for water resource <br />management (i.e. A-Basin's snowmaking expansion) and is only going get <br />worse. <br />· Page 24 - Missing from key diversions is the Homestake project. <br />· Page 25 - Windy Gap was designed to deliver 48,000 acre-feet annually, <br />however it has been unsuccessful, hence the Windy Gap firming project <br />that is just going into NEPA Scoping now. Actual annual diversions are <br />more like 21,000 acre-feet (an example about the need to show future <br />capacity in the major export table on page 5).. <br />· Page 25 - Denver's Moffat system diverts 45,000 to 65,000 acre-feet <br />annually, this may be more informative to list than tunnel capacity and <br />tracks with your descriptions of other projects. It would paint the real <br />picture if percentages of native flow diverted were used, this would keep <br />water availability and impacts in perspective" For example, in Grand <br />County about 60% of the native flow above Windy Gap is diverted <br />annually and existing projects can take this to about 75% as Front Range <br />demand increases. Homestake and FryingPanlArkansas statistics are not <br />included, among others. <br />· Page 28 - You should !mow that the numbers in this UPCO figure have <br />been refined and changed somewhat. We are planning on putting an <br />errata sheet together and I will get this to you when complete. <br />· Figure 3 - this figure would work better if the diversions were linked to <br />values in Table B-1 <br /> <br />Overall, the primer is well written and will provide a useful baseline <br />documenta Thanks for the opportunity to comment. <br />
