Colorado River Water Conservation District Statewide Water Supply Jnitiative Interests Statement
Page 6 of 11

Description: The three Summit County resort areas, Keystone~ Breckenridge and Frisco/Copper
Mountain continue to develop, increasing both the winter demands for domestic use and
snowmakingJ as well as enhancing the summer economy through the creation of more golf courses.
This has stretched the Summit County Augmentation Plan heavily, and additional, small amounts of
supplies are needed in each of the basins if this rate of development is to continue. The UPCO
process has identified shortages in various stream reaches, and these need to be further evaluated.

Ri ver District Interests vis a vis SWSI:
1. Foster additional water supplies in Summit County for in-basin uses.

2. See also Tl\ID section.

3. See also Overall section.

East Grand County

Description: East Grand County, from Granby to Berthoud Pass, is also an area that is converting
from Front Range day skiers to a year round residential resort community; with increasing demands
for golf course inigation, as well as sufficient water for domestic consumptive uses, waste water
dilution flows and environmental flows. Shortages have been identified through the UPCO process
for a number of reaches in this area. Cooperation with both Denver Water and NCWCD with
regards to their system expansions will be critical.

River District Interests vis a vis SWSI:

Foster additional water supplies in Grand County for in-basin uses.

1. See also Tl\ID section+
2. See also Overall section.
3~ Plateau Creek Storage

Desen t;>tion: Ute Water Conservancy District, the major supplier of treated, domestic water in the
growth area in the Grand Valley, may have long term needs for additional storage in Plateau Creek,
their principal water sourcet This compounds the problem with the "15 Mile Reach", as this water,
even though it is not 100% consumptive, is 100% consumptive to that stretch of river. This area,
however, will represent the majority of the full time growth in the Colorado River main stem, and the
SWSI process needs to recognize this as a significant local area need.

River District Interests vis a vis SWSI:

1. Foster additional water supplies for Ute Water Conservancy District.

2. Ensure that Ute's development of additional water does not run afoul of the Recovery
Program and the I5-Mile Reach PBO.
