<br />Colorado River Water Conservation Distrfct Statewide Water Supp~y Inttiative Interests Statement <br />Page 7 of 11 <br /> <br />Small Upper Basin Storage <br /> <br />Description: Costs aside, water development to physically serve water users that are supply limited <br />has been identified as a high priority of many roundtable participants~ Most of these users are <br />located high in the basin~ The ability of agricultural users to pay full cost recovery of water <br />development is limited; there may be some opportunity to repay the capital required to develop <br />augmentation supplies for domestic users. <br /> <br />Ri ver District Interests vis a vis SWSI: <br /> <br />I. Recognition that some water development projects will be necessary to meet the future <br />demands, that these projects will largely be undertaken by local interests, and with the <br />exception of funding, without need for the State to playa major facilitation role. <br /> <br />2. SWSI should reflect and document the purpose and need of a potential project to satisfy <br />future human and environmental uses of water in the basin~ <br /> <br />3. SWSI should reflect and document the many benefits of enlarging existing facilities. <br /> <br />4. SWSI should recognize this as a Tier IT (not a State project but State supported) project. <br /> <br />Division 6 - Yampa/White Basin <br /> <br />Yampa River Basin PDO <br /> <br />Description: The concept of a basin wide biological opinion on depletions which impact the four <br />endangered fishes and recovery measures was first developed in the Yampa River basin before being <br />implemented in the Colorado River basin in the guise of the I5-mile Reach PHO. The River District <br />policy on equity in the implementation of the Recovery Program seeks completion of the Yampa <br />PBO process to ensure that water users in the Yampa Basin receive a comparable level of regulatory <br />certainty. The River District's participation in the implementation of the IS-mile reach PBO is <br />conditioned on successful completion of PBOs in the Yampa and other tributary basinst The water <br />supply necessary to support the Yampa Plan implementation supports the purpose and need for the <br />Elkhead Enlargement. The Yampa Plan implementation process and related PBO should be complete <br />by March, 2004. <br /> <br />River District Interests vis a vis SWSI: <br /> <br />1 ~ Recognition of the increment of future demands and depletions identified in the Plan. <br /> <br />2.
