Colorado River Water Conservation District Statewide Water Supply Initiative Interests Statement
Page 5 of 11

Division 5 - Colorado Basin

10825 Water Supply

Description: By 2012, West Slope and Front Range water interests must identify a project or
projects which can provide 10,825 acre feet of water annually to be released to the 15 Mile Reach
during the late season. Currently this water is being provided from Williams Fork and Wolford
Mountain Reservoirs, under a temporary contract. Continued demonstration of "significant
progress" under the PBO is predicated upon continuation of this water supply. Any new project
identified within the Basin must have this consideration as a key element.

River District Interests vis a vis SWSI:

1. Successful implementation of a 10,825 supply in order to maintain significant progress and
viability of IS-Mile Reach PBO.

2~ Identification of Ri ver District preferred alternate, to be developed.

Ruedi Reservoir Futures

Description: Ruedi Reservoir has a significant remaining pool of un contracted water!! representing
storage and construction costs which must either be repaid by 2019, or referred to Congress to revisit
the project repayment provisions. One possible use of this water supply may be for use on the Front
Range by pumping from Ruedi Reservoir to the Boustead Tunnel. This may actually be more
acceptable than using a significant portion of the yield for Recovery Program flow support.
However, this also has many contentious issues associated with it in the Frying Pan and Roaring
Fork River Basin; in particular, what would be the effects on Ruedi Reservoir levels as well as flows
in the Frying Pan River. The Ruedi Futures study is an effort to identify the key parameters of
impo11ance to the recreational interests in the valley, so that discussions can occur with Front Range
interests based upon on how to best protect the resource.

River District Interests vis a vis SWSI:

The un-marketed yield in Ruedi Reservoir could be used to meet either Front Range needs, West
Slope consumptive use needs or Endangered Fish recovery flow needs. The Ruedi Futures Study
will serve to put some parameters on how Ruedi might be operated in the future, and in what
limitations there will be on the ability to meet these needs.

Summit County - Snake River, Upper Blue River and to-Mile Creek augmentation needs
