SWSI should recognize this as a Tier II (not a State project but State supported) project. <br /> <br />Selenium ReductionlWater Efficiency Improvements/Lateral Piping <br /> <br />It has been demonstrated that water efficiency improvements can extend water supplies and improve <br />the water quality of receiving waters by reducing or eliminating deep percolation which has been <br />identified as a contributor to non-point source pollution. In theory, saved water could be used to <br />fully supply areas that are currently limited~ <br /> <br />Ri ver District Interests vis a vis SWSI: <br /> <br />1. Recognition that some water efficiency projects are necessary to stretch existing supplies to <br />meet the future demands, and that a.) these projects are generally most cost -effective~ b.) will <br />largely be undertaken by local interests, and c.) with the exception of funding, may be <br />undertaken without need for the State or federal agencies to playa major facilitation role~ <br /> <br />2. SWSI should reflect and document the many benefits of increased water use efficiency and <br />need of a this type of project to help protect environmental quality and thereby preserve the <br />ability to satisfy future human and environmental uses of water in the basin. <br /> <br />3. SWSI should reflect and document the many benefits of expanding existing water efficiency <br />techniques and projects. <br /> <br />4~ SWSI should recognize this as a Tier I project. <br /> <br />North Fork Storage <br /> <br />Description: Water development to serve water users in the North Fork and Grand Mesa <br />Watersheds has been identified as a priority by water users in those basins. Agriculture in <br />these areas are fairly productive but water users have little storage to sustain them through <br />dry periods~ AbiJity to pay fulf cost recovery of water development is limited. <br /> <br />River District Interests vis a vis SWSI: <br /> <br />1. Recognition that some water development projects will be necessary to meet the future <br />demands, that these projects will largely be undertaken by local interests, and with the <br />exception of funding, without need for the State to playa major facilitation role. <br /> <br />2. SWSI should reflect and document the purpose and need of potential project(s) to satisfy <br />future human and environmental uses of water in the basin. <br /> <br />3. SWSI should reflect and document the many benefits of enlarging existing facilities. <br /> <br />4. SWSI should recognize this as a Tier II (not a State project but State supported) project. <br />
