<br />Yampa/White/Green Basin Roundtable Technical Meeting #2 <br />Meeting Summary <br /> <br />Sue Morea presented a preliminary draft list of project options, as identified by BRT members <br />and project proponents, for meeting water needs in the basin. These options will be cataloged, <br />then "packaged together" into alternatives for meeting the basin's needs. The project "tiering" <br />definitions were reviewed. Based on feedback obtained from roundtable participants in this and <br />other basins, the tiering definitions will likely be modified from the previous Tier 1/2/3 <br />definitions toward solutions that will be implemented in the near-, mid-, and long-term. Near- <br />term solutions (previously Tier 1) are those that are identified by the project sponsor as a <br />solution that is moving forward. This type of a solution could be a specific project, or the <br />anticipated outcome of an ongoing planning process. <br /> <br />Near-term options will be documented as meeting a particular need in the basin. For purposes <br />of SWSI, it will be assumed that these options will be in place some time prior to 2030, and the <br />resulting effects (e.g., delivery of water to the project beneficiaries) will be applied to the <br />projected "gap," if any, between future basin supplies and demands. Mid- and long-term <br />options will be evaluated in various combinations by packaging them into alternatives for <br />consideration and discussion by the BRT. The preliminary draft list discussed by the BRT <br />members at the meeting is appended to this meeting summary. Are we doing this on all BRT <br />summaries? <br /> <br />Feedback from the BRT members follows. <br /> <br />. Is there a Deminimus value for looking at projects? 500 AF was suggested in Colorado <br />Basin Roundtable. <br />. 200 AF should be the minimum size to look at for Yampa Basin where information is <br />available. <br />. Elkhead - 404 Permit prepared and near submittal (February) and move toward <br />construction February 5; remaining issue non-native fish control; <br />. Yampa Basin Small Reservoir Study - Two reports. Phase I screening; Phase II focus on <br />prospects complete - <br />- Costs as high as $2,000/ AF so funding is an implementation hurdle. Include all <br />potentially feasible projects as Tier 2. <br />- Do not have similar study on Green, White Basins. However, Yellow Jacket <br />Conservancy District has several studies for the White, including a dam site/ small <br />reservoir study on the White River. Need to get this information. <br />. Breakpoint on jurisdictional dam. Criteria can drive up cost due to spillway requirements. <br />If this was changed, small projects may be more feasible. <br />. Projects with conditional storage rights should have a greater focus/ emphasis and place <br />on a list. <br />. On all new dams constructed, consideration of bypass environmental flows should be <br />required. <br />. Short/near-term, medium-term, long-term, preplanning, planning, permitting. <br />. Town of Hayden - Doug Monger will provide information or contact on status of planning, <br />site, and size. <br />.
