<br />Yampa/White/Green Basin Roundtable Technical Meeting #2 <br />Meeting Summary <br /> <br />- Oil shale water would come out of existing energy water rights. They have conditional <br />water rights. <br />. Soda industry (White River Nalkaloid, Natural, American Soda) have current demands <br />and should be included. <br />. Shell Oil augmentation plan has water rights. <br />. Bob Plaska has water rights for Shell and soda industries. <br />. Agriculture use in Yampa was 85 percent of total use based on BBC study. <br />. Colorado Water Trust map has identified reaches that are flow limited. Instream flow <br />program only includes cold water fish. <br />. Would like a recommendation out of SWSI process to be a recommendation on instream <br />flows. <br />. Steamboat and Stagecoach Reservoirs have flow release requirements as follows: <br />- 40 cfs Dec. 1 - July 31 or the inflow <br />- 20 cfs July 31 - Nov. 30 <br />. Flow recommendations from the Programmatic Biological Opinion need to be included in <br />SWSI. <br />. Elk Head enlargement needs to be included in alternatives. <br />. There was considerable discussion on the future demands for Agriculture; the following <br />points were made: <br />- Some increase in irrigated acreage in Moffat County could occur. In Routt County, there <br />may be no net change with some areas decreasing acreage while other areas may <br />Increase. <br />- The Moffat County Master Plan defers conversion of prime agricultural lands to M&I. <br />- If water projects provide late season flow, an increase in agricultural acreage may be <br />seen. <br />- DSS only looks at lands irrigated by surface sources, not dry land. <br />- Agriculture has water short areas. <br />- It was noted that agriculture will increase 10 to 15 percent based on similar type of land <br />and not in production. <br />- Make sure the language is correct in the Demand Methodology memo regarding Federal <br />Reserve water rights in Divisions 4, 5, and 6. <br /> <br />Preliminary List of Project Options and Tiering <br /> <br />There is a significant amount of information and studies available on water projects and <br />potential water management options in each basin. The SWSI team is seeking to identify and <br />document specific information and projects where available, with input from the BRT members <br />and the Basin Advisors. Since one of SWSI's overarching principles is to not interfere with local <br />water planning initiatives, we are especially interested in learning about existing water supply <br />options/projects and existing planning efforts, and documenting how these will be applied to <br />future water needs (i.e., applied to any "gap" between projected demands and supplies).
