John Salazar <br />Tate Rosenbusch, Legislative Assistant <br />Frank Eckhardt, Greg Hertzke, Dan McAuliffe, Vaughn Mc Williams, Marge Price, <br />Mark Shively, Jeff Shoemaker, Chatfield Reservoir Reallocation Coalition <br /> <br />Jeff Shoemaker opened the discussion with a short background on Chatfield and with <br />self-introductions. Tate Rosenbusch said that he was sorry he was not able to with the <br />Chatfield delegation in June. <br /> <br />Dan McAuliffe thanked Representative Salazar for his continuing support and help in <br />securing funding for the Chatfield FR/EIS. He highlighted House and Senate action on <br />their respective FY08 Energy and Water Appropriations bills. The House bill marked up <br />$200,000 for the Chatfield FR/EIS and the Senate bill contained a $273,000 earmark for <br />the Chatfield FR/EIS. He noted that a $400,000 ask is expected in FY09 for the Chatfield <br />FR/EIS. <br /> <br />Dan discussed several emerging issues impacting Chatfield, including O&M and the <br />Chatfield seismic study. He commented that it is important that the seismic study move <br />forward so it doesn't impede progress on the EIS. <br /> <br />Frank Eckhardt noted that this was a good year for capturing water runoff. Dan said that <br />some 35,000 to 40,000 acre feet of water went down river and out of state. Because of <br />the significant rainfall, we could have captured the 20,600 acre feet of that amount if the <br />Chatfield reallocation was in place. <br /> <br />10:30 a.m. Meeting: Office of Management and Budget <br />Eugene Ebner, Joy Middleton, Jon Gans <br />Tom Browning, Gary Herman, David Howlett, Rick McLoud, Chatfield Reservoir <br />Reallocation Coalition <br /> <br />Tom Browning opened the meeting with a short background on Chatfield and self- <br />introducti ons. <br /> <br />Eugene Ebner asked about the funding stream for the Chatfield FR/EIS as well as about <br />environmental restoration. Rick McLoud commented that timed releases are being <br />looked at. With regard to the type of ecosystem work being done, work is occurring on <br />Preble's mouse, wetlands and migratory birds restoration. The downstream portion is <br />being done on an incidental basis. <br /> <br />Tom noted that the preliminary EIS draft is expected within the next 30 days. The ROD <br />should be submitted to the Assistant Secretary of the Army for Civil Works by the second <br />quarter of 2009. The overall cost of the project is approximately $100 million. Gene <br />Sturm, Omaha Corps, is looking at the benefits/cost ratio. At this time Chatfield is the <br />least cost alternative. It is seen as "low hanging fruit" in terms of proj ects that can be <br />undertaken to increase water supply. <br /> <br />8 <br />
