Jeff Shoemaker opened the discussion with a short background on Chatfield and with
self- introducti ons.

Dan McAuliffe led the discussion. He highlighted House and Senate action on their
respective FY08 Energy and Water Appropriations bills. The House bill marked up
$200,000 for the Chatfield FR/EIS and the Senate bill contained a $273,000 earmark for
the Chatfield FR/EIS. He requested that the Senate's $273,000 mark be held when the
bills go to conference committee. It is expected that the FY09 Chatfield FR/EIS ask will
be for $400,000.

Tom Browning commented that the preliminary EIS draft is expected within 30 days.
The Corps Vertical Team Meeting (VMT) process is in full swing. There shouldn't be
any surprises. It's expected that when the Assistant Secretary of the Army receives the
ROD it should go smoothly. Tom went on to explain that Steve Cone with the Corps
Institute for Water Resources (IWR) is working on a small cost break for Chatfield on
water storage. He also commented that it is hoped that O&M funding will be available to
help the Corps on oversight of the environmental and recreational issues.

Dan McAuliffe concluded the meeting by noting that Governor Ritter's South Platte
River Task Force has picked Chatfield as the top project out of 15 recommendations.

9:45 a.m. Meeting: Office of Rep. Diana DeGette
Steve Plevniak, Legislative Assistant
Frank Eckhardt, Greg Hertzke, Dan McAuliffe, Vaughn Mc Williams, Marge Price,
Jeff Shoemaker, Chatfield Reservoir Reallocation Coalition

Jeff Shoemaker opened the discussion with a short background on Chatfield and with
self-introductions. He described that the 20,600 acre feet of wet water would be
approximately split between downstream and upstream water users with instream water
users deriving environmental benefits from increased flows in the river.

Jeff thanked Representative DeGette for her continuing leadership and support in
securing funding for the Chatfield FR/EIS. He highlighted House and Senate action on
their respective FY08 Energy and Water Appropriations bills. The House bill marked up
$200,000 for the Chatfield FR/EIS and the Senate bill contained a $273,000 earmark for
the Chatfield FR/EIS. He noted that a $400,000 ask is expected in FY09 for the Chatfield
FR/EIS.

Dan McAuliffe discussed several emerging issues impacting Chatfield, including O&M
and the Chatfield seismic study. Dan commented that it is important that the seismic
study move forward so it doesn't impede progress on the EIS.

Representative DeGette asked that Greg Diamond and Chris Arend in the Denver District
office be briefed on the disruption to Chatfield State Park when it is known.

7
