<br />4:30 p.m. Meeting: Senate Energy and Water Development Appropriations <br />Subcommittee <br />Roger Cockrell, Professional Staff Member <br />Tom Browning, Frank Eckhardt, Gary Herman, Greg Hertzke, David Howlett, Dan <br />McAuliffe, Rick McLoud, Vaughn McWilliams, Marge Price, Mark Shively, Jeff <br />Shoemaker, Chatfield Reservoir Reallocation Coalition <br /> <br />Jeff Shoemaker opened the meeting with a short background on Chatfield. Roger <br />Cockrell with the subcommittee staff commented that a vote on the WRDA conference <br />report is expected at 5:45 p.m. today. He noted he had spoken to Senator Cochran, <br />Ranking Member of the subcommittee, previously. Mark Shively asked that people <br />introduce themselves and the organizations they represent. <br /> <br />Tom Browning began the discussion by noting that the preliminary draft EIS is expected <br />soon. He reported that progress is being made with the Corps on the cost of storage and <br />will be seeking O&M funding to pay for Corps oversight. It now looks like by second <br />quarter of2009 a Record of Decision (ROD) will be issued. <br /> <br />Dan McAuliffe mentioned that two previous Corps projects - Waco Lake, Texas and <br />Howard Hansen Dam, Washington - involved reallocation issues. Roger noted that the <br />Corps Southwest Division has done a number of reallocations. Dan commented that <br />statutory language is not expected. Roger stated that he wouldn't expect any real <br />problems with the Chatfield project. Rick McLoud noted the interest in the cost of <br />storage issue. <br /> <br />Roger described what might happen in the coming legislative year regarding WRDA. It <br />is expected that a new WRDA might be back next year. He also talked about the status <br />of FY08 appropriations. It is expected that a Continuing Resolution (CR) will be passed <br />by Congress by Friday, September 28. Roger noted that he won't be surprised if a second <br />CR will need to be passed by Congress. There also is an outside chance that a year-long <br />CR could be considered by Congress. Currently it's anticipated that the Defense and <br />Commerce-Justice-State Appropriations bills will be brought up next week, then <br />Congress will be out on recess. After returning they will take up the war supplemental. <br />With regard to the Energy and Water Development Appropriations Bill, there is a chance <br />that the bill could go to conference committee if the Senate completes work on its bill. If <br />this happens, a conference report would be done and could be folded into an omnibus or <br />(minibus) appropriations bill if Congress opts to combine various appropriations bills <br />together. <br /> <br />Tuesdav.
