Gardens and Castle Pines Metro District. Jeff noted that Castle Pines North and
Castle Pines Metro District each are contributing $5,000 to cover ER costs for 2007.
A meeting will be set with Castle Rock officials to discuss the funding proposal.

Dan noted that funding of the Coalition and the Greenway team has been very
instrumental in helping to keep the Chatfield process moving forward.

Status of SB179 Funding
Tracy reported that it has been slow going, but we are making progress in providing
information to CWCB needed to complete the application process. Dan noted that the
state cannot waive fiscal rules for the grants. However, as a part of seeking broader
authority to contract with the Corps, CWCB will seek to exempt itself from some
fiscal rules. CWCB is analyzing this now. Tracy expressed hope that contracts with
the state will be in hand by September.

June Washington, DC Trip and Agenda
David Howlett and Marge Price reviewed the upcoming trip to Washington, DC.
Participants travelling to Washington include Tom Browning (CWCB), Tracy
Bouvette (Great Western Institute), John Hendrick (Centennial), Mark Shively (Castle
Pines North), Jim Reasoner (CCWCD), Marge Price (Capitol Representatives) and
David Howlett (Capitol Representatives). John Lagomarcino with Capitol
Representatives will join the group in Washington.

Meetings will be held on June 18 with professional staff from the U.S. Army Corps of
Engineers HQ and from the office of Sen. Ken Salazar. A group meeting with staff
from the House office of Representatives Diana DeGette, Mark Udall, Marilyn
Musgrave, John Salazar, Doug Lamborn, Tom Tancredo and Ed Perlmutter has been
set. On June 19 the group will meet with professional staff from Sen. Wayne Allard,
plus make stops at any House delegation offices not able to make the June 18
meeting. Other meetings are being added as needed.

Theresa Jehn-Dellaport asked if it would be helpful if we talked with people from
other states' delegations. Marge responded yes. Though we have to work through the
Colorado delegation for the Chatfield appropriations funding requests, there will be
other issues, like Corps funding of O&M, where meeting with other states'
delegations makes sense. David noted that Mark Shively's work with Rep. Grace
Napolitano, who chairs the Subcommittee on Water and Power of the House Natural
Resources Committee, has provided another opportunity to inform a member of
Congress about the Chatfield project. She visited the metro area in early March.

Tracy then reviewed the topical areas that have thus far been identified to be included
on the June Washington agenda (see attached). It was stressed that the purpose of the
trip is to share with staff the issues that we have concerns about and to learn about the
issues from their perspectives. (This is why the initial meeting is being held with the
U.S. Army Corps of Engineers HQ professional staff.)

John Hendrick raised concerns whether we'll have sufficient background on these
issues. The issues were identified working with Dave Brandon and Eric Laux with
the Corps Omaha District office. Tom Browning, Tracy, David and Marge
participated in a conference call with Dave and Eric in May. The topical areas were

3
