. Provide feedback and comment on Fish and Wildlife, USACE and Tetra Tech work products and content that will be included in the FR/EIS; . Assist in developing processes to develop and implement recreation and environmental mitigation plans; and . Provide insight and information on contracting mechanisms and issues to allow the CWCB and State Parks to move forward with the mitigation plans including the identification of options and alternatives; discussions and information on the pros and cons of options and alternatives, and the identification of challenges and opportunities. The subcommittee will operate under the guiding principal to "maintain strong communications in the local coalition." The discussion today therefore was focused upon the following: . Identify key Tetra Tech/USACE issues regarding the FR/EIS; . Identify missing information and/or gaps in our understanding of the FR/EIS; . Develop key issues for the "read ahead" to be developed for the USACE meeting in DC on June 18th; and . Plan for the next subcommittee meetings. Key Tetra TechfUSACE Issues/Gaps The subcommittee went into a brainstorming session regarding key issues, the results of which follow. Most of the attendees provided information and thoughts to help make the discussion valuable and meaningful, including Dave Giger, Rick McLoud, Ronda Sanquist, Bill Ruzzo, Tom Browning, Katie Fendel and Karen Sitoski. The issues that were identified have been lumped into two categories: EIS/FR Mitigation Plan and Other Mitigation Issues (both environmental and recreational). These issues were forwarded to Tetra Tech and USACE at the request of the subcommittee. EIS/FR Mitigation Plan . What is status of the mitigation planes) that will be completed concurrent with the EIS/FR? . What are Tetra Tech's responsibilities as far as mitigation planning is concerned? . What is the level of detail in the plan that is currently scoped for Tetra Tech? . Will it include identification of impacts? Will it include proposal of mitigation options to offset impacts? Will that include secondary impacts? . When can we see the plan? (The current schedule calls for a draft of Chapter 4 of the EIS by August 1) . What will the plan look like? Will it be like the EDA W report (Part 1) for State Parks? Will it be sufficient to use as the design basis for environmental mitigation? Recreational mitigation? . What is the expected process to conduct the environmental design? What needs to happen to initiate design? Who will contract for design and how? 2
