<br />. Provide feedback and comment on Fish and Wildlife, USACE and Tetra Tech work <br />products and content that will be included in the FR/EIS; <br />. Assist in developing processes to develop and implement recreation and environmental <br />mitigation plans; and <br />. Provide insight and information on contracting mechanisms and issues to allow the <br />CWCB and State Parks to move forward with the mitigation plans including the <br />identification of options and alternatives; discussions and information on the pros and <br />cons of options and alternatives, and the identification of challenges and opportunities. <br /> <br />The subcommittee will operate under the guiding principal to "maintain strong <br />communications in the local coalition." <br /> <br />The discussion today therefore was focused upon the following: <br /> <br />. Identify key Tetra Tech/USACE issues regarding the FR/EIS; <br />. Identify missing information and/or gaps in our understanding of the FR/EIS; <br />. Develop key issues for the "read ahead" to be developed for the USACE meeting in DC <br />on June 18th; and <br />. Plan for the next subcommittee meetings. <br /> <br />Key Tetra TechfUSACE Issues/Gaps <br />The subcommittee went into a brainstorming session regarding key issues, the results of <br />which follow. Most of the attendees provided information and thoughts to help make the <br />discussion valuable and meaningful, including Dave Giger, Rick McLoud, Ronda Sanquist, <br />Bill Ruzzo, Tom Browning, Katie Fendel and Karen Sitoski. <br /> <br />The issues that were identified have been lumped into two categories: EIS/FR Mitigation <br />Plan and Other Mitigation Issues (both environmental and recreational). These issues were <br />forwarded to Tetra Tech and USACE at the request of the subcommittee. <br /> <br />EIS/FR Mitigation Plan <br /> <br />. What is status of the mitigation planes) that will be completed concurrent with the <br />EIS/FR? <br />. What are Tetra Tech's responsibilities as far as mitigation planning is concerned? <br />. What is the level of detail in the plan that is currently scoped for Tetra Tech? <br />. Will it include identification of impacts? Will it include proposal of mitigation <br />options to offset impacts? Will that include secondary impacts? <br />. When can we see the plan? (The current schedule calls for a draft of Chapter 4 of <br />the EIS by August 1) <br />. What will the plan look like? Will it be like the EDA W report (Part 1) for State <br />Parks? Will it be sufficient to use as the design basis for environmental mitigation? <br />Recreational mitigation? <br />. What is the expected process to conduct the environmental design? What needs to <br />happen to initiate design? Who will contract for design and how? <br /> <br />2 <br />
