<br />Chatfield Reservoir Reallocation Project Coalition Coordinating Subcommittees on <br />Environmental and Recreational Mitigation <br />June 13,2007 - 9 a.m.- noon <br />Colorado Foundation for Water Education - 1580 Logan Street, Suite 410 <br /> <br />Summary of Meeting <br /> <br />Attendees (list attached) <br /> <br />Introductions <br />Tracy Bouvette opened the meeting and asked attendees to introduce themselves. <br /> <br />Meeting Purpose <br />This the first meeting of the subcommittees on environmental and recreational mitigation, <br />which CWCB directed the Coordination Committee to establish. The goals of this meeting, <br />as identified at the June 5th Coordination Committee, including the following: <br /> <br />. Develop and identify the issues to be addressed by each subcommittee; and <br />. List the action items to share with/address with Tetra Tech/USACE team. <br /> <br />Chatfield Reallocation Project Preliminary Project Schedule <br />Prior to getting to the specific order of the subcommittee business, Rick McLoud offered a <br />revised schedule to wet water, which condensed selected mitigation design and <br />construction activities when compared to that developed at the June 5th Coordination <br />Committee. Dave Giger took exception to the condensed schedule indicating that because <br />of state procurement processes, state legislative processes, and project decision-making <br />processes, that Rick's schedule was unrealistic from State Parks' point of view. This issue <br />will undoubtedly be revisited numerous times at future meetings as more information <br />becomes available. <br /> <br />Rick also shared the Rueter-Hess EIS to those interested. It was discussed that the Rueter- <br />Hess EIS included a 90% complete mitigation design, which Victor Anderson developed <br />for the project. Tracy indicated that the Chatfield Reallocation FR/EIS would not need that <br />level of detail, and that the USACE has not included that effort in the current Tetra Tech <br />scope of work. Reallocation FR/EIS efforts do not require the same level of effort and <br />analysis as do those developed for new facilities. (This point was later supported during <br />discussions with USACE HQ staff.) <br /> <br />Subcommittee Purpose <br />Tracy facilitated the subcommittee attendees' discussion to identify the purpose of the two <br />subcommittees. The attendees came to agree that the subcommittees will function to <br />support the Coordination Committee such that we can "find ways to get the State and <br />Federal resources needed to get wet water in Chatfield".
