It would be this group that would be hiring Katie <br />(Katie leaves at this point). <br /> <br />Austin Hamre: "Authority" in a generic sense... that's for a governmental group, my guess <br />would be a non-profit organization would be more workable. Would help facilitate the process. <br /> <br />Jeff: All consultants would then contract with that entity. <br /> <br />Lisa Darling: That would be one item, depends on what is set up in the process and rules. <br /> <br />Jeff: And then that entity would receive and disburse funds. <br /> <br />Rick - Go to item #3. I asked Tom to put it on the list, he's not here, I would like to give a <br />handout. But about contracting - we don't have it sorted out yet, the contracting for the rest of <br />the year. And that's something to give you, my e-mail about this, work on this off line, to get <br />Steve Doherty in here, <br /> <br />Jeff: We are struggling to pay our own obligations, so before you get me to sign anything, I have <br />to have a solid sign that the funds will be there. <br /> <br />Rick: Instead of going out and asking everyone to pay their part, Littleton said they would pay a <br />lump of money in, and we will sort it out at the end of the year. We want Steve to know he's <br />working for all of us, and the product is for everyone. <br /> <br />Kent: Who insures the O&M cost goes back to the entity? <br /> <br />McAuliffe: That would be the CWCB. . . they are the link. . . <br /> <br />Rick: This would be the monitoring of wetlands, the CWCB collectively fulfills those <br />obligations, this is not simple. OK, we go to Washington and seek federal funds. At state, we <br />have some funds, when Corps and Tetra Tech works, it has to be 50/50. Sometimes money <br />doesn't move like it's supposed to. Meeting with Eric, he says money is there for next year, <br />we're in Washington trying to get this federal money, great uncertainty on this animal that needs <br />to move forward. Propose once a month with every Corps meeting, we have agenda item to show <br />status of all funding, so we know where we are all the times. Here's a copy of a spreadsheet that <br />could be filled in and shared with us every month so we know where we stand on the money side <br />of this process. We could see through the flow of the numbers how this thing is moving forward. <br />Tom knows this, but no one in this room knows it. Want to be told regularly what the funding is. <br />At bottom, length of time when money stops. This is what we need to know. This would be <br />filled out probably by Eric. <br /> <br />McAuliffe: Sandy, take this back and see if they can do it? Fill it in? <br /> <br />Rick: Can keep track of the burn rate and project how long we can continue, or when we need <br />more money from whatever source.
