<br />- 3 - <br /> <br />FR/EIS Progress <br />. Chapter 1 = Purpose and Need, Chapter 3 = Affected Environment, and Chapter 6 = Public <br />Involvement. These three chapters are expected to be released to the cooperating agencies (via the <br />Corps) by mid February. <br />. Chapter 2 = Proposed Action and Alternatives (including No Action), Chapter 4 = Environmental <br />Consequences, and Chapter 5 = Description of the selected plan. These chapters will be completed after <br />the analyses are completed and a plan has been selected. Chapter 7 = Conclusions and <br />Recommendations. There will be appendices and supporting data in addition to the main report <br />chapters. <br />. The Corps has not received a Planning Aid Letter from the FWS yet. This relates to the Biological <br />Assessment. The Planning Aid Letter is a requirement of the Fish and Wildlife Coordination Act. <br />Centennial W & S requested more details about the other tasks that the Corps and Tetra Tech are <br />working on right now. <br />. For coordination with the DOW the contact has changed from Denise Newberry to Ed Perkins. Ed <br />Perkins is at Ed Perkins, Colorado Division of Wildlife, Water Resources Legal Coordinator, 303-291- <br />7466, ed.perkins@state.co.us <br />. Pete Plage is still the contact for the Fish and Wildlife Service and couldn't attend due to a prior <br />commitment he is at 303-275-2309, peter plage@fws.gov. <br /> <br />Alternatives Develovment <br />. Gene Weglinski stated that no additional information is needed from Water Users regarding the No <br />Action Alternative right now. Tetra Tech is working on the "action alternative" or how is water being <br />released from the reservoir and being used and distributed. Tetra Tech is sorting through what goes in <br />the "no action" chapter and what goes in the appendix? Gene is working summarizing water rights <br />information and describing normal or average operations. <br /> <br />Environmental Restoration <br />. Downstream Water Users Group reported on their activities. There were two new consultants assisting <br />the City and County of Denver, Greenway Foundation, and Denver Water in this effort. Tracy <br />Bouvette (Bouvette Consulting) and David Howlett (Capital Representatives) are under contract for the <br />Greenway Foundation. They will build coalitions, inventory data, and host public meetings that look at <br />benefits from strategic releases of Chatfield water as they relate to environmental restoration. <br />. Marc Waage stated the Group is active and continuing to develop a model to optimize instream flow <br />benefits. Tracy Bouvette explained that they are looking at the policy questions and the Corps <br />guidelines and their application to urban corridors. <br />. The Group has been in contact with Dave Brandon (Corps - Omaha) but they want to do some things <br />locally first and then involve the Corps. <br />. This effort is a separate effort from the FRlEIS. Terry Baus stated that this is a continuation of previous <br />local/federal collaboration like on the "Colfax reach" ofthe South Platte River. <br />. Greenway Foundation applied for EPA Region 8 for $76K in funding to help with this work. The <br />Group will build on the Wellington Webb 1996 work that looked at sub reaches ofthe South Platte and <br />ranked projects as having good, moderate, or poor chances of going forward. This will extend this <br />work from Chatfield to Weld County line and look at a myriad of opportunities related to water quality, <br />habitat enhancement, and flood control. The have already met with biologists, ecologists, and <br />landowners about improving river environment. <br />. Tracy Bouvette encouraged interested parties to attend the January 31 st and February 10 meetings at the <br />Denver Water Board Room from 9 - 11: 3 0 AM for brainstorming about environmental opportunities. <br /> <br />Flood Protection .
