- 4 -

Recreation Imoact Phase II Studv (Parks)
. Paul Flack is gone and will be back in April but he has access to state email and is working with the
EDA W Phase II Recreation study. EDA W has met with Parks a couple of times; the next meeting will
be in early February. Brad Buckner is the Parks contact and Parks will have more to report after the
February meeting. Some omissions in the site-specific facility inventory in the EDA W study need to be
rectified.

Chatfield Reallocation Costs oer Acre Foot
. Joe Busto provided some information for the Water Users. The Feasibility Report/Environmental
Impact Statement (FRlEIS) is now being financed from money ($491K) that was collected in 2005 for
non-federal share of the completion of Chatfield Reallocation Study. Completion of the Chatfield Study
includes a Corps Feasibility Report and Environmental Impact Statement that are integrated into one
report per new guidance. The short answer is that we (the Corps + the Sweet 16 + the CWCB) are
financing the FRlEIS. There may be additional funding needed before we are done.
. The current cost estimate for storage space when and if the reallocation process is calculated to be
about $5,000/AF, but there are some additional details that need to be worked out before a firm number
is available. The Corps cost categories that comprise the calculation are: Reallocation of Storage Space
(Corps formula for calculation of investment into Chatfield) + Recreation Mitigation (Phase I State
Parks Recreation Study showed $30 million to move facilities up and above 5444) + Environmental
Mitigation (currently unknown dollar amount) + other mitigation costs (i.e. downstream flooding also
currently unknown).
. The Corps' investment cost ($41 M) and the State Parks cost for mitigation of impacts to facilities
($30M) are fairly firm numbers. So technically using only these two known numbers we have
$71,610,000 in costs if divided for 20,600 AF = $3,476/AF. But we know that number will be higher
based on the other amounts that are still unknown.
. The CWCB and the Corps will produce a table and graph of the current estimate at a future meeting,
but we are cautioned the final answer is still unknown.

Next Meetin2: Date
. March 2nd, 2006, 10:00AM - 12:00 PM, Tech Tech offices, 143 Union Blvd (loth floor), Lakewood,
Colorado.

Flood Protection . Water Project Planning and Finance. Stream and Lake Protection
Water Supply Protection. Conservation Planning
