<br />- 2 - <br /> <br />costs to address cooperating agency comments. Chapters 1,3, and 6 are close to being completed and <br />released to the cooperating agencies. Tetra Tech is in the process of preparing an estimate for this <br />additional coordination with all cooperating agencies in the ballpark of$10,000. <br />. Five of the "Sweet 16" Water Users: Parker W & S, Castle Rock, Hock Hocking Coalition, Center of <br />Colorado Water Conservancy District, and Western Mutual Ditch Co. need to send a letter to the Corps that <br />states whether or not they want to be a cooperating agency. Please mail letters to: Mr. Martin Timmerwilke, <br />US Army Corps of Engineers, Attn: CENWO-PM-AE, 106 South 15th Street, Omaha, NE 68102-1618. <br />. The Audubon Society requested a letter explaining why they are not able to become a cooperating agency. <br /> <br />Antecedent Flood Study update <br />. Joel Knofczynksi explained that the US Bureau of Reclamation completed an independent technical <br />review. The Corps addressed their comments then forwarded the report to the Division staff. Now this <br />report has been forwarded to Corps Headquarters in Washington D.C. for approval. Corps Headquarters has <br />had the report less than 30 days; ifno response is provided at the end of30 days Marty will make necessary <br />contacts and will keep CWCB informed of status. <br /> <br />Operating Plan/Models <br />. Joel finished modeling for the base pool and 5444' pool and developed duration curves for elevation and <br />for flow. The Corps is working with Tetra Tech to figure out how to display and analyze that data. A <br />question was asked about any differences in the data that the Water Users provided to the Corps originally <br />versus more recent data, and the Corps will look into this. Today the Corps forwarded Joel's results on to <br />Paul Flack at State Parks. State Parks will have a meeting in February with EDA W, the consultant for the <br />Recreation Mitigation Phase II Study, and will report to the group after that meeting. <br /> <br />Water Quality Analyses <br />. Tetra Tech reported that there is a revised scope of work consistent with the work plan reviewed by the <br />water quality work group. They will model the bathymetry of reservoir, and then look at the anoxic zone <br />and see how that affects the water chemistry. <br />. Analyses from the reservoir bottom up didn't match the results working from top ofthe reservoir down. <br />This needs to be explained and rectified. Tetra Tech is processing the water quality data. The nutrient flux <br />data is a huge spreadsheet and they are inputting that data. <br />. The Corp of Engineers Engineering Research Development Center (ERDC), located in Vicksburg, <br />Mississippi is assisting in providing information for the analysis. Through the Water Operations Technical <br />Support (WOTS) program they will research data on estimating nutrient (primarily phosphorus cycling) <br />releases from decaying vegetation inundated by the increased water level of the reservoir. They will do five <br />days worth of research for this effort at no cost. <br />. Area capacity charts and the duration curves prepared by Joel have been sent to ERDC. It is estimated that <br />it will take two months for Tetra Tech to do the water quality analysis, so the target completion date is late <br />February. <br />. The modeling results will be incorporated into the environmental consequences section of the EIS and will <br />include potential impacts from metals and nutrients. <br />. The Audubon Society asked about siltation in Chatfield after the Hayman fire. Most believe this was a <br />problem mainly for Strontia Springs Reservoir and Cheeseman Reservoir. Once every seven years the <br />Corps studies sedimentation at their reservoirs but currently there isn't funding to do the cross sectional <br />surveys at Chatfield. <br /> <br />Rare Plant Surveys <br />. Tetra Tech is expecting funding from the Corps in early February and plans to prepare a draft report due to <br />the Corps in early April and a final report is planned for June. The report will be sent to the FWS for <br />review. The survey findings will be included in the affected environment chapter and provides further <br />documentation regarding T &E species at Chatfield. <br /> <br />Flood Protection .
