Sign in sheets <br /> <br />CWCB update <br />. Change Order #3 has been executed and the Corps has invoiced the CWCB for $275K of the $491K that is <br />available. Marty Timmerwilke, Joel Knofczynski, and Betty Peake of the Corps of Engineers joined by <br />conference call due to air transportation issues. <br /> <br />Corps of En2:ineers Report and Tetra Tech Reports <br /> <br />Study progress overview - Schedule, & Funding <br />. Funding - The Corps budgeting process took away surplus funds and they had been without funds for <br />weeks. The State/Federal governments are under contract that will take us through another year. The Corps <br />requested $276K for this year in the President's budget and the amount was cut to $135K. Recent guidance <br />out of Congress takes away Corps ability to reprogram funds from other projects. <br />. Schedule - The original timeline had the Preliminary Draft FRlEIS completed in December 2005, however <br />the operational model isn't completed yet and much of the analyses and report hinge on the results of the <br />modeling. The Corps, CWCB, Rick McLoud, and Tetra Tech will revise the timeline. The overall study <br />schedule is now projected to be approximately 6 months behind the original schedule. <br />. Reservoir Modeling - The reservoir operational model is a critical task and is used for recreation, water <br />quality, and downstream impacts analysis. Joel has put out the information for baseline and the target <br />storage pool of20,600 AF. Joel has developed flow duration and elevation duration curves and Tetra Tech <br />has them. The Corps will also look at the 7700 AF pool alternative. <br />. Cooperating Agencies - The Cooperating agencies will receive chapters of the FRlEIS following an initial <br />review by the Corps. The document won't be available for public review and comment until the draft EIS <br />is formally released. The Colorado Division of Wildlife and the Fish and Wildlife Service are cooperative <br />agencies but were not in attendance. The Corps will look at having public meetings again when more of <br />the analyses are completed this year. The Audubon Society advised that they are going to make a FOIA <br />(Freedom ofInformation Act) request for this information if they can't be a cooperating agency. Betty <br />Peake and Ann Bonnell will coordinate further on the eligibility requirements for cooperating agency <br />status. <br />. Participation by the water users and others in the cooperating agency process was not considered in the <br />initial scope of work and will require a small amendment to Tetra Tech's contract to cover the additional <br /> <br />Colorado Water Conservation Board <br />Flood Protection.
