<br />The Record of Decision must be developed and executed prior to the water contracts <br />being signed by USACE and CWCB. Therefore, the critical path to wet water clearly <br />includes the expedient completion of the project FRlEIS. <br /> <br />Our Focus: <br /> <br />The focus of the local political coalition is therefore to keep the FRlEIS simplified to the <br />extent possible to support the decision to create a joint flood control-conservation pool <br />that CWCB would contract for with local water users based on: <br /> <br />. WRDA 1986 authorization for municipal and industrial water supply, agriculture and <br />recreation and fishery habitat protection; <br />. Colorado water law; and <br />. EIS identified recreational and environmental impacts. <br /> <br />Simplification should include: <br /> <br />. Simple handling of the agricultural water issue (given Sec. 931 ofWRDA 1986); and <br />. Simple handling of the reservoir hydrology, in a manner consistent with the FWS <br />position (i.e. nature and frequency of the reservoir fluctuations does not substantially <br />impact the identification of environmental impacts). <br /> <br />Therefore the local political coalition and the CWCBneeds: <br /> <br />. Example RODs in hard copy to indicate current precedence regarding reallocation <br />"actions" (including who at USACE executes the ROD); and <br />. Staff assignments to the IWR that understand and will assist us with the key issues. <br /> <br />We also need: <br /> <br />. Messaging that USACE Omaha District requires appropriate funding levels to support <br />local needs; <br />. Understanding of current WRDA bill as it relates to aspects of the Chatfield FRlEIS; <br />and <br />. Grounding on our understanding of the overall project schedule and milestones for <br />funding and project design, construction, and overview. <br /> <br />The meetings are scheduled such that the USACE HQ meeting is first, and the delegation <br />meetings follow. In this way we can inform the delegation staff regarding the project <br />funding and progress, as appropriate. <br /> <br />The coalition's solid support for the Chatfield project and commitment is to stay the <br />course. The coalition's intent is to support the Corps' needs in completing this project <br />with all due speed. <br /> <br />2 <br />
