The <br />key meetings will be with the USACE HQ staff regarding various policy and legislative <br />issues. The meetings with the Colorado delegation will be chiefly informational. One <br />additional meeting has been requested with the Senate Energy and Water Appropriations <br />Committee staff to discuss the potential for project earmarks being added to the <br />appropriations bill in the Senate and/or in conference committee for FY08 and to gain <br />any insights into potential emerging issues. <br /> <br />Background: <br /> <br />The path to "wet water" in Chatfield Reservoir requires that the CWCB enter into a long- <br />term lease with the USACE for reallocated storage. Once that agreement is executed, <br />CWCB can then develop and execute contracts with local water users to pay for the cost <br />of storage (associated only with the reallocated storage volume), both the recreational and <br />environmental mitigation design and construction, and long-term operations and <br />maintenance of the storage. Given that design of the mitigation activities, which precede <br />mitigation construction and reallocated reservoir operations, cannot be initiated until the <br />local water users and/or CWCB provide cash payment to State Parks and USACE, <br />execution of the water contracts is on the critical path to getting wet water in Chatfield. <br /> <br />1 <br />
