<br />- 2 - <br /> <br />A question regarding the Corps-CWCS FCSA planning assistance from Water Users <br />- In addition, to my report on the Letters, a vision was given on invoice procedure for <br />the FCSA Planning Dollars - The CWCS will be sending a full executed "Letter of <br />Commitment" and planning assistance invoices to the respective Water User in May <br />2005. <br /> <br />2. Phase II - Recreation Mitigation Study by Colorado Parks - Parks is negotiating <br />with EDAW to perform a more detailed investigation than the CWCS Recreational <br />Study dated February 2004. The Phase II study will analyze the effects of the <br />proposed reservoir fluctuations as presented in the Water Users' operational plan. <br /> <br />3. CWCS-Corps of Engineers Feasibility Cost Share Agreement (FCSA) Review <br />Larry Lang presented an update regarding the two Change Order Letters - No. 04- <br />01 and No. 04-02. Change Order NO.04-01 amends the original Contract <br />Agreement between the CWCS and Corps dated September 2, 1999 which funds <br />the study to September 30,2005. Change Order No. 04-02 funds the Antecedent <br />Flood Study that is scheduled for completion by July 31, 2005. Marty Timmerwilke <br />presented a Performance Schedule and Estimated Project Cost table for the <br />Chatfield Reallocation Study with a project update through May 1, 2005 - See <br />Attachment NO.2. Please note that the Water Users funding will fund the study <br />during FY 06 & FY 07 - See Item G. in the attached table. After the Water Users' <br />planning funds are collected and deposited in the CWCS - FCSA Study Account, <br />the CWCS will execute Change Order Letter No. 03-05 with the Corps. <br /> <br />4. Update on the Water Users Allocated Storage Operational Plan <br />Rick McLoud, Chair of the Water Users Sub Committee presented the Operational <br />Plan (Plan) that was developed and incorporated the daily water pattern uses which <br />were received from the Sixteen Water Users. Rick e-mailed the data to the Corps <br />on March 28, 2005. Doug Clemetson commented that the data has been <br />incorporated into the Corps' Reservoir Routing Model (HEC-5 Model) and the Water <br />Users data is working in the Corps' reservoir model. Rick presented the water users' <br />Chatfield Operations Estimates and graphs that show the results using for the <br />development of the operational plan - See attachment NO.3. <br /> <br />Questions received regarding the Plan! 1) Has an operational draw down been <br />determined for the existing Conservation pool? 2) What about the effects of <br />evaporation on the water supply Pool? The Corps commented that both questions <br />must be addressed in the final Reservoir Routing Model. The Corps' understanding <br />is that the existing conservation pools - 10,785 Ac-Ft Denver pool and the 16K <br />drought pool can be drainage under special considerations pursuant to the <br />provisions of the 1979 contracts. 3) What about the environmental consequences of <br />drying up these pools? This concern must be evaluated in the EIS! <br /> <br />5. Progress Report on the Corps Antecedent Flood study <br />Doug Clemenston, Chief Hydrologist for the Corps of Engineers, Omaha District <br />made a technical presentation on the Corps' in-house Antecedent flood study. The <br />Corps' standard hydrologic design criteria for the Antecedent Flood condition is that <br />a fifty percent of a PMF event will occur five days prior to the project design event. <br />Flood Protection .
