Addressing the Gap Technical Roundtable Meeting #2
Meeting Summary

- With storage.
. Have you looked at aquifer recharge options yet?
- Not in much depth.
. Storage issue - identify underground mining issues.
. Outlining partnerships and potential for cooperation would be helpful; the further in depth
SWSI could go the better. Environmental groups could let us know how we can make these
multidimensional and how can we apportion costs.
. From Arkansas pumpback from lower part can be a benefit to environment and recreation
since it is not exchanged.
. To make this work with 88,000 acres, the S. Platte River is already over appropriated.
. To maintain return flows on lower reaches of S. Platte without environmental impacts will be
a big challenge. Environmental condition already exists and stands to suffer.
. To make it work will have to call the water to historic headquarter for aquifer storage and
pumpback. Have to do it right.
. Limited recreational benefit can occur from a S. Platte pumpback; duck and goose hunting on
lower part.
. Would Denver Water consider substituting this water for its water and leave it in some
impacted reach?
. Environmental and recreational benefits fly fishing for carp. Obvious benefits for recreation
and environment. One in headwaters, downstream, migratory bird.
. Unless state can come with large amounts of money, cannot pay for this. Water taps are
$25,000 to $30,000. $2 to $3/1,000 gallons. We are now paying about $8 to $12/1,000 gallons.
There is a reality of what we can pull off, political resistance to $30,000 tap fees.

Blue Mesa Pumpback

. This is Dave Miller's plan. The water is not there.
. How far does this process get out ahead of the roundtables?
. We have to take this up and this is the place to start. Someone needs to set up the table.
. Not too concerned about SWSI looking at this, the roundtable process will get a shot at it.
This may save some time in 1177 process.
. Concerns about lack of funding and expertise. I think we need SWSI to provide expertise and
resources. Without help I do not think much can percolate up from roundtables.
. Issues are there for all projects not just Blue Mesa. Assumption needs full disclosure, i.e.,
there may be 0 or 240,000 acre-feet.
. There are some things we found out - no water at top of system, everything looks like a
pumpback, and the Town of Monument is not financing the pipeline.
. Let's talk about how we address "County of Origin."
. On Aurora Highline leave the county, taxes stay the same.
. The technical support is coming from SWSI; it should come to 1177 roundtables before it goes
to IBCC. What are unintended consequences?
. Indicate Eagle County 1041 for unappropriated water in headwater of Colorado. Increasing
number of counties adopting 1041 requires none where 1041 regulations are in place.
. What about loss of irrigated land in Gunnison Basin? This takes water from a reservoir in
place.
. We need to look at water savings on the Front Range.

CDIVI

6

S:\SWSI 2\TRT Meeting - Specific\Addressing Gap\summary\Addressing Gap TRT #2 Summary.doc
