Eric Hecox: Real benefits that came from this: to see true understanding as to
which each group was dealing with; Yampa appreciates how we use our water
and we can understand their concerns;
Each group heard what they wanted to hear when the meeting started.
Next steps:
Bill Jerke: Another meeting perhaps this winter, perhaps in Steamboat; have a
water tour and get to lalow them better.
Dianne Hoppe: Would they be receptive of coming over here for a tour?
Plulo Shelton: Let's invite them over here.
Bill: Better in irrigation system; both water commissioners here would be
good tour guides. So much to see,
Harold: Strategically... would be better for us to go there, and that we are
willing to make the extra effort to visit them first. As a roundtable, we need to
foster this relationship and continue to tallc. Alternative is that we will dry-up
the South Platte farm ground.
John Stencil: Agree with Harold, we need to make every opportunity to make
something happen.
Janet Bell: Agree that we should go... what if: if there is one item that they are
worried about, to demonstrate an understanding of their concerns
Eric Hecox. they had a large concern as to who would be the end-users;
should we bring is some foll{s from the Metro Roundtable; Mike brought up a
good idea about some principals of how a project like this would look like.
Mike Shimmin: Roundtable to Roundtable discussion: I<iter-basin Compacts:
An agreement could come out of these discussions, perhaps not an "inter-
basin compact" but an Memo of Understanding between the roundtables;
baseline parameters that could be part of the deal; flesh out some of the details
so that other entities, munis, water conservancy districts, other end users,
would be able to see end users. This will run smoothly; they are not in a
position to commit to anything until their needs assessment are finished with
the energy focus-two years out. They need to really focus on what their
future needs are. Recurring themes since the beginiung of the IBCC: if you
want our cooperation, you have to provide for our economic fiiture; you can't
turn us into Grand County; we heard them say that their economic future
needs to be provided; a project like this must be developed on a joint basis.
Sufficient water must be provided for them. They seemed to be surprised that
we were there to listen to them.
Eric: I agree with Mike. They got reassurance from the way we spoke. There
have been no filing of water rights, and we looked way down stream. In
reality, we need to look at from the other basins in CO River Basin: the
Compact Study is a critical step before any other basin will be accepting of
this; skepticism in other basins; if Yampa allows this, how will this "ding" the
other basins; concern about water availability under the compact. Thus, if we
move slowly and friendly, we will be better off. In the interim, an item of
discussion might be the MOU or guidelines of discussion that they have the
evidence that we are hearing what they say like the importance of rafting in
the dinosaur. Reinforce their 60,000 acft set aside... so that we can provide
8
