Eric Willcinson: Fred made presentation for South Platte Basin; helped break <br />the ice to help them realize how water-short our basin is. Yampa's <br />presentation: Tom Sharp: Chair of their Roundtable and on chair of CO Water <br />Conservancy District and Yampa: <br />Large tribs to Yampa that add significant amounts of flow: Ellc, Little Snake, <br />Ellc Horn; no call downstream of Steam Boat; cooperation of users; and heavy <br />water supply <br />--concern now about energy development; more ag; additional reservoir <br />development upstream of Steamboat Springs; they do not use the reservoirs <br />they have but are continuing to build; good system of reservoirs; little demand <br />on those reservoirs; they are concerned if there were a call on the CO River; <br />they are junior if there were a call; they have solved for now ESA with Yampa <br />partnership to address Endangered Species; major concerns: protect and <br />preserve future water needs-60,000 ac ft; looking at bringing 20-30000 acft <br />for irrigation; worried about wild and scenic rivers actBLMlitigation <br />hinted at; concerned about rafting; and continuation of rafting industry in <br />Dinosaur; passed out a resolution: <br />Adopted by Steam Boat City Council and Upper Yampa WCD: oppose <br />Northern's proposal for diversion of Yampa unless concerns met. <br />Nevertheless, they saw a need to keep meeting, there needs to be a definition <br />of compact curtailment process and procedures in case of CO River Call; saw <br />advantages; there basin would need 60,000 acft of project yield; feel that they <br />could enhance recreation; concerned about water quality in river; don't want <br />to have the pipeline in that basin to be used as a mechanism to divert pre- <br />compact ag water; <br />Mike Shimmin: At the end we asked if they wanted to tallc some more and <br />they said yes. <br />Jim Yahn and Bill Jerlce: It went well. <br />Bill: Tom Sharpe had a preconceived notion that there was someone who was <br />fronting this... we let them lalow after two years on the roundtable, this is an <br />idea, and if it is an idea that works, it must come from you. Roundtable <br />process ... pointed out that all four projects that South Platte has supported <br />have environmental components, municipal components, and ag components. <br />They will present to their roundtable for further discussion. <br />--Average annual acftl. l million acft unused out of state <br />--this is almost like a system that is not administered <br />--guys in Moffat County, they can't irrigate in later summer because they rely <br />on the return flows that are immediate because of the narrow canyon; 5-6000 <br />acft nui through canyon in may and June, then dry in August <br />--they want 20,000 acres of potential ag development in Moffat county (wish <br />list) <br />Very positive meeting. <br />Philo: Where is the reservoir: would be in Moffat Countyto the north and <br />east of Maybell. <br />7 <br />
