*users will be key beneficiaries
Data loggers: gives real time info on the stage and discharge in the river; keeps track of
this info so that users can keep track of this information of how much water is being
diverted at a certain point. The data loggers allow near real time accounting t occur for
augmentation of wells and diversions. This is critical in the case of augmentation as real
time information is necessary to determine recharge and direct flow credits to assure
there is not an injury to seiuor water rights.
Telemetry: cell phone modems that will connect to Northern and Lower and pass that
info from data logger to the modem
Questions:
Plulo Shelton: Less water leaving the state line with the use of these
Jim Hall: Maxinuzing the use of our water per our compact with NE; but more
importantly, helping the right people get their water.
Harold Evans: One of recommendations that South Platte Task Force: continue to fiord
statewide computer decision making; this will provide info that will be used in that data
system; one benefit here that is not obvious: aug cases, change of use cases... better and
quicker results.
Webster Jones: Tool that your current administrators to do their job better? Concern is
that we are not turning river over to a machine.
Jim Hall: Tlus is a tool for the commissioner and user; will not replace the oversight of
the commissioner.
Conunissioner: Pilot project; this has changed my job in that I don't have to wait for a
conullissioner; I lalow first thing in the morning when I get oiiline what everyone is
taking, so I do not have to wait until mid day to make my decisions; I can react faster in
changes of the river with these tools. No machine will replace a commissioner. Too many
variables with return flows, etc.
Jolu7 Stencil: "main stem and northern tributaries" ...not needed for southern tribs... and is
this something that is also needed for the Republican?
Jim Hall: We are taking one step at a time; yes, I can see us moving upstream, although
in the metro area, they have their own. As far as Republican, very few surface users; I
don't see this of much use in the Republican.
Used for Transit loss?
This would provide more real-time data for transit loss on any particular day.
Hecox. Suggestions: k7 your application, point out the comlection to the DSS; point out
the matching funds both in-kind and money.
Mike Shimmin: Motion to approve this and recommend that the CWCB approve this
Jolu1 Stencil/Walt Knudsen: Second
Vote: Unanimous
IL Report from the joint Yampa/White and South Platte Leaders meeting and
discuss next steps: group of five: Bill, Eric, Jim, Mike and Fred Wallcer
Fred made the South Platte presentation that was made to the IBCC; how we
use water in the South Platte:
Rocky Mtn News called it "historical"
6
