Eagle River Water & Sanitation District CWCB Water Conservation Grant Application
Page 2 of 17

Several new members were elected to the District's Board of Directors in 2006 due to
term limits. The development of an updated Water Conservation Plan will provide the
WCO and the "Board of Directors with a valuable opportunity. Throug'h this process they
willleam about the District's water supply system, customers, and previous and existing
water conservation activities. Plan development will also provide the opportunity for the
WCO and Board members to learn. about and become invested in a wide variety of
potential conservation measures and programs. It will also enable them to work with all
levels of District staff, outside individuals, and other entities who will be involved in Plan
implementation.

Though the District has developed a reliable water supply, development and
redevelopment within and around the District's service area have made it necessary to
review and revise water demand projections. Additionally, a portion of District's supplies
are leased and can. not be fully depended upon due to the potential for future contract
modifications. The resort character of the District's service area also provides a
challenge; the majority of residents are either second home owners or vacationers,
resulting in highly variable seasonal demands.

The District "viII use the grant from th~ Colorado Water Conservation Board (CWCB) to
develop a revised Water Conservation Plan which meets and exceeds the State's
reqllirements. The Plan will be submitted to the CWCB for approval. The District will
follow the steps described in the CWCB's "Water Conservation Plan Development
Guidance Document" (CWCB Guidance Document), with modifications where
appropriate. The requested funding and CWCB guidance will facilitate the development
of a Water Conservation Plan that will ensure the wise use of a safe and stable water
supply throughout the District's service area to meet existing and future needs.

Application

1.
