<br />Eagle River Water & Sanitation DistrictCWCBWater Conservation Grant Application <br />Page 1 of 1 7 <br /> <br />Introductio"n and Applicant Eligibility <br /> <br />The Eagle River 'Water & Sanitation District (the District) is a quasi-municipal <br />corporation and apolitical subdivision of th.e State that was formed on July l, 1996 with <br />the consolidation of the Up'per BagleV alley Consolidated Sanitation District and the Vail <br />Valley Consolidated Water District. An elected Board. of Directors oversees the <br />District's activities, 'which are carried out by approximately 85 highly qualified staff <br />working un.der the following mission statement: "Eagle River Water & Sanitation District <br />provides efficient, effective, and reliable water and wastewater utility services in a <br />malll1er that respects the natural environment'" In addition, the District also operates the <br />wastewater collection and treatment system that serves the towns of Vail, Minturn, and <br />Avon, and many large mixed-use developments in unincorporated areas including <br />Arrowhead, Beaver Creek, Berry Creek, Eagle-Vail, Edwards, Bachelor Gulch, and <br />Cordillera. <br /> <br />The District's water supply service area includes the town of Vail and mixed-use <br />developments in 'unincorporated Eagle County near Wolcott. A. map of the District's <br />service area is provided as Attaclunent .A. The District's staff has extensive experience <br />developing and managing water systems, including ownership of 12 water storage tanks <br />in Vail and operation. of three wastewater treatment plants located in Vail, Avon, and <br />Edwards. The District.s total annual water use in 2006 was 3,204 acre-feet.. <br /> <br />The District is a "covered entity" as defined in the Guidelines for Financial Assistance to <br />Covered Entities to Develop Water Conservation Plans, and is eligible to submit the <br />application. included in this document. Th,e requested information to document that the <br />District is a covered entity is provided as follows: 1) a copy ofth.e District's by-laws <br />(Attaclunent B); 2) an organizational chart (Attaclunent C); and 3) Tables 1 and 2 <br />detailing the District's annual retail water demand for the past five years. <br /> <br />Water Conservation Plan Summary <br /> <br />The District recognizes the importan,ce of using its water resources wisely. The District <br />began implementing water conservation initiatives with the adoption of its first Water <br />Conservation Plan in 1990, which has been periodically evaluated' and modified since <br />that time. In the mid-1990s the District created a Water Auditor position to help manage <br />system losses.. In 1996 a part-time Water Conservation Officer (WeD) position was <br />created which was increased to full-time in 2003. The recent drou,ght period reinforced <br />the importance of water conservation and prompted the District to reevaluate its water <br />conservation needs.. In 2007, a new WCO was hired to develop and implement a revised <br />Water Conservation. Plan. The WCO is tasked with: 1) promoting actions that result in <br />long-term increases in the productivity of water supply; 2) implementing conservation <br />strategies, including technological an.d behavior changes, education, an,d regulatory <br />actions; 3) implementing the Water Conservation Plan for the District, measuring its <br />effectiveness, and com.pleting necessary reports; and 4) recommending policies to satisfy <br />water supply needs without compromising desired water services. <br />
