The District owns and operates the water supply system that serves the Town of Vail
and mixed use development in unincorporated areas of Eagle County near Wolcott. Water conservation measures
are an important component of the District's overall plans for managing and meeting future water demands and
assuring the long-term reliability of our water supply system.

The District (formerly the Vail Valley Consolidated Water District) adopted its first water conservation plan in
1990 and has periodically modified this plan to refine and update our conservation programs.. In the mid-1990s
the District hired a Water Auditor to help manage system water loss. At the same time a Water Conservation
Officer position was created to coordinate program implementation, investigate new conservation strategies, and
m.onitor program effectiveness. Eagle County, including areas where we provide water supply and sewer service,
has experienced Qrnt.9fthe..hj~e~!~J?ykin.QJl grQ\Vth rate~ in the-.nation..o..yer.th(!.last d~gade. We are facing new
water supply and facilities planning challenges including considerable uncertainty with regard to future demands.

The grant funds that we are requesting with this application will enable the District to update its conservation plan
to confonn to and exceed the new standards and goals adopted by the State Legislature4 OUf proposal for
developing the District's new water conservation plan is designed to tackle many of the unique challenges
associated with the evaluation ,of water use efficiency and program design for rapidly growing resort
communities. This grant, combined with the resources to be contributed by the District and the technical
expertise of Hydrosphere, will enable the District to develop a water conservation plan that will be a model for
other resort communities.

Please feel free to contact me or Laura Belanger at I-Iydrosphere (303-443-7839) if you have any questions or
need any additional information.

Sincere '.__ ~

~~~~
Dennis Gelvin
General Manager
Enclosure
cc: .Laura Belanger, Hydrosphere Resource Consultants, Inc.
,
WATER.
