Commissioner, mentioned that Green Mountain Reservoir is not a reliable water <br />supply. <br />vi. Ken Neubeclcer asked about the impact to Salt Lick Gulch, which provide 10 cfs to fill <br />the eiilarged reservoir, and whether this will dewater a'/~ mile stretch of Salt Water <br />Gulch. Dan Burroughs responded that the environmental feasibility analysis, which is <br />in part the subject of the grant request, will answer this question. <br />vii. Dave Merritt mentioned that the Eagle Park Reservoir Enlargement, Vail Ditch, and the <br />Old Dillon Reservoir Enlargement projects are all small and demonstrate the great <br />efforts that Colorado headwater communities must take to get small amounts of water. <br />d. Fraser River Berthoud Pass Sand Collection Project - $187,900 from Basin Account <br />Kirk Klancke, CBRT Basin Member At Large requested $187,900 to construct a <br />diversion structure on the Fraser River to capture some of the 9,000 tons of sand that <br />CDOT deposits each winter on icy roads on Berthoud Pass. Denver Water has <br />constn~cted a collection pond that captures water to divert to the Front Range, and sand <br />collects in this pond and is then flushed downstream. About 5,000 tons currently flow <br />down the Fraser River. Winter Park and Fraser have previously spent about $750,000 <br />trying to mitigate the impacts of this sand. <br />ii. The construction plan is to increase the height of a retaiiung wall in the diversion pond <br />to collect sand and to amlually dredge the pond before the sand flushes downstream. <br />The total cost of the diversion structure is $247,900, and $60,000 of this is being <br />contributed by CDOT if construction can be completed in 2008. <br />iii. Although CDOT, Denver Water, the USFS, the Colorado Department of Health and the <br />Environment, Grand County, Winter Park and the Winter Park Slci Area have <br />participated in prior siltation removal studies and projects, CDOT is the oiily entity <br />contributing funds toward this project. Rachel Richards wondered why downstream <br />communties aren't contributing more funds toward the project. Jolui Redifer <br />suggested that this project might also qualify as for Statewide Funding, rather than <br />coming solely from the Basin Account. <br />iv. Ken Neubeclcer mentioned that siltation is a major problem in many headwater streams. <br />Besides harming stream quality and fishing habitat, it also seriously impacts municipal <br />water supplies and irrigation headgates. <br />10. Update on previous Water for the 21st Century Grant awards. <br />a. Eagle County 190 AF Reservoir Enlargement. The reservoir expansion is slated for the <br />Summer of 2008. <br />b. 10825 Study: A draft report is expected in January. The website www.grandriver.us\10825 <br />contains a good history of the 10825 program, and was highly recommended by Dave <br />Merritt. <br />c. Energy use subcommittee: Greg Trainor reported that the City of Grand Junction agreed to <br />serve as the fiscal agent for disbursing the energy consumptive use analysis grant, and <br />approved a contract and engineering agreement with URS as the contractor.
